Since 2018, UNICEF has been operating in Roraima within the context of the migration emergency through the establishment of an Office in Boa Vista and an Outpost in Pacaraima under Operation Welcome. UNICEF’s work focuses on ensuring access for migrant and refugee children and adolescents to essential and life-saving services, including health, nutrition, education, water and sanitation, and child protection. The organization also strengthens the capacity of government institutions, civil society, and community organizations, while advocating for the rights and participation of children and women. In this context, UNICEF has maintained a dedicated response for unaccompanied and separated children in Boa Vista and Pacaraima since 2019, ensuring timely case management, access to documentation, family reunification, alternative care, and life-skills initiatives. Currently, within the objective of promoting sustainable public policies, UNICEF is working to systematize this response to UASC under this cooperation with the Operation Welcome (Operação Acolhida).

SCOPE OF WORK:

UNICEF Brazil is seeking a consultant with experience in child protection and migration to elaborate a systematization of the organization's response to Unaccompanied, Separated and Undocumented  Children and adolescents (UASC) in Roraima (2018-2025), with focus in the long-term support to Operação Acolhida. The systematization will have the ultimate objective to collect data, best practices, lessons learned, and other relevant aspects to be handled to respective authorities and engaged actors that could appropriate/lead/absorb services and other initiatives based on UNICEF's acquired knowledge and international standards of protection.  

The systematization will aim to formally document and organize UNICEF’s initiative, clearly outlining the structure of the response and the adaptations made over the years. This includes reflecting the evolution of the operational model in light of the involvement of external actors, institutional transitions, and the geopolitical changes that have shaped the context. By doing so, the document will serve not only as a technical reference, but also as an institutional memory and strategic guidance for next steps in this context and for future responses in similar settings.

 The final product will be used to strengthen the Humanitarian-Development nexus, contributing to sustainable public policies.

DELIVERABLES

1. UASC response systematization (Roraima/Operação Acolhida):

1.1. Deliverables/Outputs: documental review about UASC response in the Roraima/Operação Acolhida. With the review, determinate, in alignment with UNICEF’s team, the methodology and workplan for the deliverables 1.2 and 1.3.

Deadline: 27 April 2026

Estimated Budget: 35%

1.2. Deliverables/Outputs: main data collection, through: a) one field visit of at least 10 working days to Boa Vista and Pacaraima; b) at least 7 interviews to external counterparts; c) at least 7 interviews to UNICEF’s staff and implementing partners; d) focal group and/or interviews with at least 8 unaccompanied and separated children and adolescents (considering their age at the time of the service provision); e) identification of at least 6 concluded cases (with due respect to data privacy) to a case’s study; f) other sources, according to the methodology aligned in the deliverable 1.1

Deadline: 27 May 2026

Estimated Budget: 35%

1.3. Deliverables/Outputs: systematization report of the response to unaccompanied and separated children and adolescents in Roraima, which will be concluded through: a) presentation of preliminary results to UNICEF’s team and relevant stakeholders in a dedicated meeting (online); b) elaboration of the systematization report, in a document with 15-20 pages (excluding attachments), containing also a session of case’s study;

MINIMUM QUALIFICATIONS REQUIREMENT

• Bachelor’s degree in law, anthropology, social policy or correlated area. Master and/or PhD is an advantage
• At least 3 years of work experience in the field of child protection
• Work experience with migrant and refugees children is an advantage
• Work experience in the Operação Acolhida is also an advantage
• Key ability to systematize data and write documents

LANGUAGE PROFICIENCY

Fluency in Portuguese and working knowledge of Spanish. Working knowledge in English is an advantage.

FINANCIAL PROPOSAL

A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.

Remarks:  

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
