Scope of Work: Under the direct supervision of the Deputy Representative and in close consultation with Planning, Monitoring and Evaluation Specialist, the consultant will work closely with UNICEF programme sections to draw together themes emanating from prioritization discussions, facilitate TOC workshop and causality analysis, and support the office in developing high-quality documents that embody the next CPD. The consultancy will be both office-based and home-based depending on the nature of the deliverables, which will include primarily the following:

How can you make a difference?
Deliverable 1 -25% May-June (12 days)
- Getting familiar with the draft Light Situation Analysis of Children and Adolescents and final version and supporting the PME team in developing and finalizing Evidence Synthesis
- Supporting the PME team in preparations for UNICEF Strategic Moment of Reflection and other internal consultations (drafting workshop agenda and session plans, hand-out materials, presentations etc.)
Final Version of evidence synthesis tables
Final workshop design and agenda, relevant presentations and planning of each session
Deliverable 1.1 June (4 days)
- Country visit for facilitation of Strategic Moment of Reflection workshop (mid-June 2026)
Strategic Moment of Reflection workshop conducted
Deliverable 2 -25% October-November (12 days)
- Causality Analysis and Theory of Change (ToC)
- Causality analysis, assisting the team in drafting TOCs and implementation strategies
- Assisting the team in finalization of TOCs and RRPs for each Programme Component (Outcome)
Consultation and preparation of work with PME and other sections
In person facilitation of the Causality Analysis and TOC workshop in line with Rights and Results Programming and RBM principles
Draft and final versions of Theory of Change for each Programme Component (Outcome)
Deliverable 3- 20% early December (10 days)
- Guide the development and quality review of Explanatory Notes and RRPs
- Revision of Explanatory Note based on comments from the programme team and the Regional Office
High quality Explanatory Notes for each Programme Component (Outcome) based on developed TOCs and RRPs
Deliverable 4 -30% early January 2027 (6 days) and March 2027 (6 days)
- Country Programme Document (CPD) narrative
Draft the Country Programme Document (CPD) narrative
Revise the draft CPD based on comments from TCO and RO
The assignment timeframe is 50 working days in the period May 2025 to April 2027.
Home-based (remote), with two missions to Bishkek (1st in July and 2nd in October 2026). The incumbent needs to allocate at least 5 days for each travel

To qualify as an advocate for every child you will have…
Minimum requirements:
Education: An advanced university degree (Master’s degree or higher) in political science, sociology or another relevant field
- A minimum of 10 years of international experience in development programmes, especially related to children, women and youth
- Proven knowledge of Rights and Results Programming and excellent track record in facilitation of similar workshops
- Knowledge of human rights-based approach to programming
- Proven expertise in facilitating planning of cooperation frameworks in developing countries
- Excellent analytical and report writing skills in English.
- Knowledge of UNICEF Country Programme planning approach, different strategic foresight methods
- and familiarity with Europe and Central Asia Region’s approach to planning is an asset.
- Knowledge of the political and socio-economic contexts of Kyrgyzstan and/or Central Asian republics is an asset
- Fluency in English. Knowledge of Russian/Kyrgyz is an asset.
