TERMS OF REFERENCE
The purpose of this consultancy is to strengthen UNICEF Tanzania staff and partner capacity to design, implement, and monitor Social and Behaviour Change (SBC) interventions that deliver measurable behavioural outcomes using the COMBI (Communication for Behavioural Impact) planning methodology.
The consultant will provide technical leadership and facilitation across the following components:
- Inception and Training Design
- Pre-Session (Virtual)
- In-Country Training Delivery
- Applied Component
- Post-Training Coaching and Reporting

- Minimum requirements:
- Education: PhD in Public Health; Behavioural/Social Sciences; Communication for Development; Social and Behaviour Change; Health Promotion; Development Studies; Sociology; Anthropology or related fields
- Work Experience:
- Minimum 8–10 years of relevant experience in SBC, RCCE, or related fields
- Proven experience in COMBI methodology or similar behavioural planning approaches
- Experience delivering training and facilitating multi stakeholder engagements
- Skills :
- Strong expertise in behavioural planning and intervention design
- Experience in adult learning methodologies
- Ability to translate technical concepts into practical applications
- Strong analytical and report writing skills
- Experience working with UN agencies, government, and development partners
- Language Requirements:
- Fluency in English required
- Knowledge of Kiswahili is an added advantage
- Desirables:
- Experience in Tanzania or similar contexts
- Experience integrating social listening or community insights into programming skills, etc]
- Technical requirements: technical proposal (Detailed methodology and training approach/ Sample of previous COMBI or SBC work / Workplan aligned to deliverables)
