TERMS OF REFERENCE
The purpose of this assignment is to strengthen the use of the Integrated Data System (IDS) as a core decision-support platform within UNICEF Pakistan.
While IDS has consolidated programme, emergency, and situation monitoring data, its analytical and operational use remains limited. This assignment addresses that gap by shifting focus from system development to generating actionable insights, improving dashboarding and analytics, and enabling programme teams to use data more effectively.
The assignment will also introduce targeted enhancements, including improved data integration, stronger analytical outputs, and light AI-enabled methods for automated summaries and reporting, to support timely and evidence-based decision-making across the office.
Scope of Work:
The consultant will lead the analytical use, enhancement, and progressive expansion of IDS, working closely with the Data and Analytics Unit, ICT, and programme sections. The scope covers:
Analytics and Insight Generation
• Conduct continuous analysis of IDS datasets, including programme, administrative, and survey data.
• Produce structured analytical outputs and briefs using standardized templates and indicator-based interpretation.
• Translate data into actionable insights for programme planning, monitoring, and management decision-making.
Dashboard Development and Scaling
• Design, develop, and maintain dashboards aligned with programme priorities.
• Strengthen visualization, usability, and adoption of dashboards across sections.
• Ensure consistency, clarity, and relevance of analytical products.
IDS Enhancement and Data Integration
• Integrate priority internal and external datasets into IDS.
• Improve data quality, consistency, and interoperability.
• Apply data validation, transformation, and semantic modelling practices to strengthen reliability.
Progressive IDS Releases
• Deliver iterative analytical updates combining data integration, analytics, and dashboards.
• Expand system functionality in line with evolving programme and management needs.
AI-Enabled Reporting
• Introduce AI approaches to support automated summaries, reporting, and data narratives where relevant.
Capacity Building and Adoption
• Strengthen staff capacity to use IDS dashboards and analytical outputs.
• Provide training, mentoring, and guidance materials to promote sustained use across programme teams.

Minimum requirements:
- Education:
Bachelor's degree in data science, Statistics, Computer Science, Information Systems, Data Engineering, Analytics, or another relevant technical field
- Work Experience:
- At least 7-10 years of progressively responsible professional experience in data analytics, integrated data systems, business intelligence, or programme monitoring and evaluation
- Proven experience designing, developing, and maintaining dashboards, analytical products, and decision-support tools for senior management and operational use
- Demonstrated experience working with integrated data platforms, data warehouses, or enterprise data ecosystems involving multiple internal and external data sources
- Strong experience in data integration, ETL/data pipeline processes, data transformation, data quality assurance, and metadata management across diverse datasets
- Experience working with programme, administrative, financial, geospatial, and survey data in complex institutional or development environments
- Experience supporting or maintaining institutional data systems, including troubleshooting, enhancement cycles, documentation, user support, and system sustainability
- Experience applying automation, AI-assisted analytics, or machine learning approaches for reporting, summarization, anomaly detection, forecasting, or operational insights is considered a strong asset
- Demonstrated experience in facilitating trainings, supporting user adoption, and strengthening institutional capacity for data use and analytics
- Experience working in international organizations, government institutions, or multi-stakeholder environments is highly desirable
- Skills:
- Strong expertise in data visualization and dashboard development using tools such as Microsoft Power BI or equivalent platforms
- Proficiency in SQL and programming languages such as Python or R for data transformation, analysis, automation, and quality assurance
- Hands-on experience with Microsoft Fabric, including data engineering, data integration, semantic modeling, and analytics components
- Experience designing and maintaining integrated data pipelines, data workflows, and scalable data architectures across multiple systems and data sources
- Familiarity with cloud-based data ecosystems, data governance principles, access management, and data security practices
- Experience or familiarity with AI and machine learning applications for data analysis, summarization, anomaly detection, forecasting, or workflow automation
- Strong analytical and problem-solving skills, with the ability to transform complex datasets into actionable and decision-oriented insights for programme and management use
- Strong communication and facilitation skills, including the ability to explain technical concepts to non-technical audiences and support user adoption through training and engagement
- Microsoft certifications related to Fabric, Power BI, Azure Data Engineering, or Data Analytics are considered strong assets
