                                                         TERMS OF REFERENCE

Fiji is currently experiencing a rapidly escalating HIV epidemic, with over 2,000 new diagnoses reported in 2025, the highest annual figure on record, and a sharp increase observed over recent years. The epidemic is increasingly affecting young people, women, and the wider community, with rising HIV detection in antenatal settings signaling heightened risk of mother-to-child transmission. Gaps persist across the HIV care cascade, including suboptimal linkage to care, incomplete treatment coverage, and missed opportunities for timely testing and prevention. In addition, ongoing pediatric infections linked to vertical transmission highlight the need to strengthen elimination of vertical transmission (EMTCT) service delivery, particularly through improved ANC testing strategies, continuity of care, and integrated maternal and child health services.

The consultant will support the Ministry of Health and Medical Services (MHMS) and its partners to design, operationalize, and strengthen integrated, evidence based HIV service delivery models that address key service gaps, including low testing coverage, missed HIV seroconversion during pregnancy, limited psychosocial support, and weak linkages between prevention, testing, and treatment services.

This consultancy will combine strategic guidance with practical implementation support, ensuring that interventions are feasible, scalable, and integrated within existing health systems.

  • Minimum requirements:
  • Education: Advanced degree (Master’s or above) in Public Health, Medicine, Epidemiology or related field  
  • Work Experience:
  • At least 5-7 years of experience in HIV/AIDS programming, including EMTCT.  E
  • Experience in health systems strengthening initiatives.
  • Experience in capacity building, training, and mentorship of healthcare providers.
  • Skills (optional):
  • Strong knowledge of HIV strategies, global guidelines, and best practices.
  • Excellent analytical, communication, and interpersonal skills.
  • Ability to quickly grasp the local context and provide the contextualized technical support.
  • Ability to work independently and collaboratively within a multidisciplinary team.
  • Proficiency in data analysis and use.
  • Language Requirements: English
  • Desirables:
  • Knowledge and familiarity with the Pacific Small Islands
  • Developing States (SIDS) context; prior work experience in the Pacific region is an asset.
  • Direct experience with point of care testing and viral load systems is highly desirable.
  • Experience in adolescent and youth HIV/SRH programming is desirable.
