                                                         TERMS OF REFERENCE

On behalf of the UN Resident Coordinator and UNICEF as the Lead Participating UN Organization (PUNO), and in close collaboration with the three other participating UN agencies, the consultant will lead the implementation of strategic communications, visibility, knowledge management, documentation, and programme closure communication activities for the Empowered Women Prosperous Nepal (EWPN) Joint Programme. Reporting to the Gender Programme Specialist (Joint Programme Coordinator), the consultant will provide technical support for planning, coordinating, producing, and disseminating high-quality communication products that document programme achievements, amplify results, support donor visibility requirements, and strengthen knowledge sharing across participating UN organizations, government counterparts, media partners, and other stakeholders. The consultant will coordinate closely with communications focal points from all participating UN organizations, technical leads, implementing partners, media production companies, the European Union (EU) and Government counterparts to ensure timely delivery of communication products aligned with EWPN/UN branding and visibility standard

Minimum requirements:

Education: Master’s degree in   mass communication, Journalism, Media Studies, Communications, Public Relations, Development Communication, Social Sciences, International Relations, or a related field

Digital and Social Media Communications

Knowledge Management and Learning

Photography, Videography, and Multimedia Production

Communication Planning and Stakeholder Engagement

Work Experience: Minimum of five years of progressively responsible professional experience in communications, public information, media relations, knowledge management, advocacy, or development communications.

Demonstrated experience in developing high-quality communication products, including human-interest stories, publications, press releases, multimedia content, social media materials, and knowledge products.  Experience coordinating communication activities with multiple stakeholders, including government, development partners, media organizations, and implementing partners.

Experience supporting communication and visibility for development programmes, donor-funded projects, or joint programmes is required.

Experience working with UN agencies, international organizations, or development partners is considered an asset.

Experience in developing and editing high-quality communication and visibility products.

Skills Knowledge/Expertise/Skills:

Demonstrates strong professionalism, integrity, and ethical standards in carrying out responsibilities.

Excellent writing, editing, proofreading, and storytelling skills for a variety of communication products.

Strong interpersonal and coordination skills with the ability to work effectively with multidisciplinary teams and diverse stakeholders.

Proven ability to manage multiple communication assignments and deliver high-quality outputs within tight deadlines.

Strong strategic thinking, creativity, and problem-solving skills.

Experience in coordinating media production, photography, videography, and publication processes.

Good understanding of communication planning, branding, advocacy, and public engagement strategies.

Knowledge of digital communication platforms, social media management, and communication analytics.

Ability to develop knowledge products, document lessons learned and promote organizational learning.

Familiarity with gender-responsive, inclusive, and rights-based communication approaches.

Good knowledge of donor visibility requirements and UN communication standards.

Language Requirements: Excellent written and verbal communication, editing, and presentation skills in both English and Nepali are required.

Desirables:

Experience supporting communication and visibility for multi-agency or joint programmes.

Experience coordinating documentary production, media campaigns, or programme closure communications.

Knowledge of UN communication guidelines, branding standards, and donor visibility requirements, particularly those of the European Union, is an asset.
