TERMS OF REFERENCE
Myanmar continues to face a high burden of malnutrition, including stunting, wasting, micronutrient deficiencies, and suboptimal maternal, infant and young child feeding (MIYCF) practices. Ongoing socio-economic challenges, displacement, and service delivery disruptions further exacerbate vulnerability among women and children. In 2026, an estimated 2.7 million people (including 2.3 million children and 380,000 pregnant and lactating women) will need nutrition assistance. Over 72,000 children risk death without therapeutic feeding for severe acute malnutrition (SAM), while 288,000 face increased mortality risk without targeted supplementary feeding for moderate acute malnutrition (MAM).
Social and Behaviour Change (SBC) is a core service delivery approach under UNICEF’s Nutrition Programme to improve key nutritional behaviours including early initiation of breastfeeding, exclusive breastfeeding, appropriate complementary feeding, maternal nutrition practices, promoting uptake of micronutrient supplementation, and care-seeking behaviours.
To strengthen harmonized, evidence-based and scalable nutrition SBC interventions across implementing partners, UNICEF Myanmar seeks a National Consultant to provide sustained technical assistance over a period of 6 months.
Purpose of the consultancy
The purpose of the consultancy is to provide SBC technical guidance and coordination support to strengthen the design, harmonization, implementation, and monitoring of nutrition-focused SBC programming across implementing partners in Myanmar.
Objectives of the Consultancy
1. Strengthen the quality and coherence of nutrition SBC strategies and interventions.
2. Support nutrition implementing partners to apply evidence-based SBC approaches in implementation.
3. Enhance capacity of frontline workers and implementing NGOs on nutrition SBC and community engagement approaches including Maternal Nutrition
4. Improve monitoring, documentation, and learning related to SBC nutrition focused interventions.
Scope of Work
Under the supervision of SBC Specialist in close coordination with UNICEF Nutrition Section, the consultant will undertake the following tasks:
A. Situation analysis and Programme review
- Conduct comprehensive mapping of ongoing nutrition SBC interventions.
- Review strategies, guidelines and existing IEC/SBC materials.
- Identify behavioural determinants and implementation gaps.
- Provide recommendations for harmonization and scale-up.
B. Strategy Development and Harmonization
- Develop or update Nutrition SBC Framework aligned with nutritional priorities.
- Define priority behaviours and audience segmentation.
- Review/develop a national key message matrix and standard SBC package.
- Ensure alignment with global nutrition guidance and humanitarian standards.
C. Capacity Building and Technical Support
- Review and update existing SBC training modules and facilitator guides.
- Conduct Training of Trainers (ToT) sessions for nutrition implementing partners.
- Provide continuous mentoring and technical backstopping for frontline nutrition workers.
- Support integration of SBC into nutrition service delivery platforms.
D. Monitoring, Evaluation, and Documentation
- Develop SBC indicators aligned with UNICEF and national M&E frameworks.
- Strengthen data collection tools to track behavioural outcomes.
- Document best practices and lessons learned.
- Prepare periodic progress reports and knowledge products.
E. Coordination and Partnership Support
- Support Nutrition Cluster / Technical Working Group meetings.
- Plan, coordinate, implement and monitor nutrition-related campaigns and events in coordination with partners and clusters
- Facilitate coordination between nutrition implementing partners.
- Contribute to donor reporting and programme reviews.

Minimum requirements:
Education:
- University degree in Public Health, Nutrition, Social and Behavioural Sciences, Health Communication, Anthropology, or a related field.
Work Experience:
- Minimum 7 years of professional experience in designing and implementing Social and Behavior Change (SBC) programmes, preferably in maternal, newborn, and child health or nutrition.
- Experience in formative research, behavioural analysis, audience segmentation, and development of SBC strategies and communication materials.
Language Requirements:
Fluency in Burmese and advanced English skills (both spoken and written)
Knowledge/Expertise/Skills:
- Strong technical knowledge of maternal nutrition, including dietary diversity, micronutrient supplementation, anaemia prevention, and breastfeeding support.
- Familiarity with Myanmar’s health system and humanitarian/development context
- Proven experience in developing monitoring and evaluation frameworks with measurable behavioural indicators.
- Strong analytical, writing, facilitation skills, and stakeholder engagement skills.
- Ability to deliver high-quality outputs within agreed timelines and work effectively with implementing and development partners.
- High ethical standards and understanding of sensitivities pertaining to child-related/rights issues and working in a politically sensitive environment.
- Experience in training facilitation particularly on SBC and AAP.
- Demonstrated experience with SBC programme design,
- development, and implementation, monitoring and evaluation.
Desirables:
Prior work experience with UN systems and/or ministerial departments at both national and sub-national level.
