The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does: through its programmes, advocacy efforts, and operations. The equity strategy, which places special emphasis on the most disadvantaged and excluded children and families, translates this commitment into concrete action to ensure that every child has the opportunity to survive, develop, and reach their full potential, free from discrimination and exclusion. This approach is particularly relevant in emergency contexts, where humanitarian crises exacerbate existing inequalities and expose children to increased risks of protection concerns, disruption of essential services, and violations of their rights.

In this context, the 7.5 and 7.2 magnitude earthquakes that struck Venezuela on 24 June 2026 have generated one of the most significant emergencies the country has faced in more than a century. The impact has extended across Caracas and the states of La Guaira, Miranda, Carabobo, Aragua, Falcón, and Yaracuy, resulting in thousands of deaths and injuries, large-scale population displacement, severe damage to homes and critical public infrastructure, as well as prolonged disruptions to water, electricity, telecommunications, health, and education services. Schools, health facilities, water and sanitation systems, roads, and bridges have sustained substantial damage, limiting communities’ access to basic services and further complicating the humanitarian response.

Children and adolescents are among the groups most affected by this emergency. Many have lost their homes, experienced interruptions in their access to education and healthcare, and face increased risks of family separation, psychosocial distress, violence, exploitation, and other violations of their rights. In response, UNICEF has activated and scaled up its emergency response in coordination with the Government and humanitarian partners, providing support in the areas of child protection, health, nutrition, water, sanitation and hygiene (WASH), education in emergencies, and psychosocial support. The scale and complexity of humanitarian needs require strengthening the organization’s operational capacity to ensure a timely, effective, and child-centered response, particularly in the most vulnerable and hard-to-reach communities.

How can you make a difference?

 The Supply and Logistics Associate performs highly skilled work on UNICEF supply chains, and manages the more complex cases and client requests, which frequently requires the evaluation of difficult situations and adaptation of procedures and processes to resolve such cases.

The function is characterized as highly independent and provides opportunities for Associates to lead and carry out responsibility for end-to-end supply chain management from the beginning to the end of the process and provide input into the design and development of improved supply chain services and delivery mechanisms.

The Supply & Logistic Associates’ impact is founded on the provision of input into the design and development of improved services, systems and delivery processes. The impact directly affects the quality and timeliness of the delivery of a range of different specialized services for which the unit is accountable. Working with a high degree of operational independence, Associates are accountable for the achievement of overall service delivery results to clients. Their client interface focuses on handling specialized and complex supply chain processes and delivery of services to clients. They liaise with concerned clients and with suppliers to solve issues on purchase orders, contracts, delivery, and payments. These relationships are important to ensure that service standards and deadlines are met, and that proposals and actions adhere to policies and rules. The Associates’ work relationships require skills to promote understanding and acceptance of regulations, rules and procedures and/or otherwise improve client services.   External contacts involve liaising with similar organizations for collaboration, research and data / information gathering to compile and assess best practices. Furthermore, extensive external contact with suppliers is required, including negotiating or clarifying unique, complex issues or processes. Collaboration with partners and Governments is also applicable.

To qualify as a champion for every child you will have…

Minimum requirements:

• Education: Completion of secondary education, preferably supplemented by technical or university courses related to Accounting, Commerce, Supply/Purchasing, Finance, Finance and Investment, Supply Chain, Logistics, Business Administration, Operations Management, Procurement, Public Administration, International Business, Data Analytics and any other related fields, is required.
  For this position, a bachelor’s degree from a recognized academic institution in a relevant field may replace three years of related work experience. A master’s degree may replace an additional two years.
• Work Experience: Minimum six years of relevant administrative experience in supply chain management or in a commercial context is required.
• Skills: Supply Chain, Project Management, collaboration, problem solving, digital dexterity, ERP systems, Excel.
• Language Requirements: Fluent Spanish is required.

Desirables:

• Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian) or a local language is considered an asset.
• Basic English is desirable.
• Experience in emergency logistics is highly desirable.
• Experience with long-term agreements is desirable.
• Experience in capacity building is desirable.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

This position has been assessed as an elevated risk role for Child Safeguarding purposes as it is either a role with direct contact with children, a role that works directly with identifiable children's data, a safeguarding response role, or an assessed risk role. Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including additional criminal background checks) apply.

Eligible staff members on fixed-term, continuing or permanent contracts applying to IP TA positions in a duty station designated as L2/L3, may be able to retain a lien and their fixed-term entitlements, subject to approval by their Head of Office. The conditions of the temporary assignment will vary depending on the status of their post and relocation entitlements may be limited as per the relevant policies.
