The consultant will provide technical support to NCPD to strengthen disability mainstreaming in national and local government planning and budgeting processes. This will include improving planning, budgeting and monitoring tools, assessing the integration of disability inclusion within sectoral and district plans, and promoting more systematic consideration of disability in government priorities and resource allocation.
Working closely with NCPD, MINALOC, MINECOFIN and other stakeholders, the consultant will support capacity development, planning consultations and quality assurance processes to ensure disability inclusion is effectively integrated into government planning and budgeting cycles. The assignment will also support coordination and advocacy efforts to strengthen institutional commitment and accountability for disability inclusion.
In addition, the consultant will contribute to selected analytical and system-strengthening initiatives, including disability indicator mapping across government information systems, capacity assessments, development of disability management information and referral systems, and analytical work related to the costing of disability support services. These efforts will help strengthen the evidence base and systems required to advance disability-inclusive governance and service delivery in Rwanda.

       QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT  

 

Education:

  • MA Social policy, public policy, development studies, economics, or a related field

 

Work Experience:

  • At least 5– years of experience in disability inclusion, government planning and budgeting systems, public financial management, monitoring and evaluation, capacity building for public institutions, and multi‑stakeholder coordination in decentralized governance contexts.

 

Language Requirements:

  • Fluent in English and Kinyarwanda is required. Knowledge of French would be an asset

 

Knowledge/Expertise/Skills:

 

  • Proven analytical, capacity‑building, facilitation, and report‑writing skills are also required

 

Desirables:

1.Develop and review tools for disability inclusion in planning and budgeting.

2. Support monitoring of sectoral and district plans and budgets for disability mainstreaming.

3. Support capacity building of ministries, agencies and districts on disability inclusion.

4. Provide technical support to planning consultations and quality assurance of institutional plans.

5. Support advocacy for disability mainstreaming in planning and budgeting processes.

6. Provide support to the following assignments:

•Mapping disability indicators within all social sector government management information systems and assessing use case and interoperability features

•Participatory capacity assessment of national workforce providing disability services and capacity development plan

•Support in development of institutional and operational guidelines for disability management information

systems and referral mechanism

•Cost of Disability Package in Rwanda

  • A detailed technical proposal: Applicants are required to submit a technical proposal of no more than 3 pages (excluding CV and annexes) that clearly demonstrates their understanding of the assignment and approach to delivery. The proposal should include:

    1.Understanding of the Assignment (maximum ½ page)

    -Brief interpretation of the objectives, scope, and key expected results of the consultancy.

    2.Proposed Methodology and Technical Approach (maximum 1½ pages)

    -Proposed approach for supporting disability mainstreaming in planning and budgeting processes.

    -Methodology for stakeholder engagement, consultations.

    -Approach for capacity building, development of tools/guidance, and delivery of analytical outputs.

    3.Workplan and Deliverables (maximum 1 page)

    -Proposed timeline and sequencing of activities aligned with the deliverables outlined in the ToR.

    -Key milestones and quality assurance measures to ensure timely delivery of outputs.

    4.Relevant Experience

    -Summary of previous assignments of similar nature, particularly work related to disability inclusion, public sector planning and budgeting, governance, public financial management, and institutional capacity development.

 

Remarks:
