How can you make a difference?

The Planning Specialist (Budget & Finance) serves as OOI’s focal point for integrated planning, budget, grant and financial performance management in a complex HQ office operating across multiple teams, funding streams and partnerships.

Planning Specialist (Budget & Finance) reports to the Operations Manager for general direction and guidance and provides professional technical and operational across planning, budgeting, grant management and financial monitoring. The Specialist coordinates to the preparation, implementation, monitoring and reporting of office plans and resources, including monitoring budget and grant utilization, ensuring the accuracy and completeness of information in VISION and other corporate systems, and preparing analysis, recommendations and reports for management. The incumbent also provides advice and recommendations on planning, budget and grant-related matters, identifies emerging issues and risks, and coordinates timely follow-up to ensure effective implementation and reporting.

Minimum requirements

  1. Education: An advanced university degree (Master’s degree or equivalent) in finance, accounting, business administration, economics, public administration, programme/project management, data analytics or another relevant field is required.
  2. Work Experience: A minimum of five years of progressively responsible professional experience in planning, budget management, financial management, programme monitoring, grant management, audit or a closely related area is required.

Demonstrated experience integrating programme performance and financial information for management decision-making is highly desirable.

Demonstrated experience providing technical advice and coordinating planning, budget, grant or financial processes across multiple stakeholders is highly desirable.

Demonstrated experience exercising professional judgement in analyzing complex planning, budget or financial issues and recommending practical actions to management is an asset.

  1. Skills: Budget Management, Financial Management, Grant Management, Financial Analysis, Data Analytics, Financial Reporting skills are required.
  2. Language Requirements: Proficiency in English is a requirement.

Desirables

  1. Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
  2. Supplemental professional training in accounting, finance, results-based management or data analytics is an asset. A recognized professional accounting qualification is an asset.   6. Experience in a UN system agency, international organization or comparably complex organization.
  7. Experience with results-based management, annual planning and performance-review processes.
  8. Experience in grant/contribution management and donor financial reporting.
  9. Knowledge of IPSAS and internal-control principles.
  10. Advanced proficiency in Excel and experience with ERP and business-intelligence platforms, preferably SAP/VISION, Insight/Cognos and Power BI.
  11. Experience supporting innovation portfolios or programmes operating across multiple teams, locations or partnerships.
  12. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
