TERMS OF REFERENCE

Purpose of Activity/Assignment:

The Child Nutrition Fund (CNF) is a pooled financing mechanism led by UNICEF that aims to accelerate the scale-up of high-impact nutrition interventions for children, and women by catalysing domestic and international financing. The CNF operates through several windows: grants funding, the Match for Supplies, the Match for Programmes and innovative financing. Since its launch, the CNF has surpassed USD 1 billion in signed legal agreements. It supports multi-year partnership frameworks in countries including Bangladesh, Benin, Cambodia, Côte d’Ivoire, Indonesia, Lao PDR, the Philippines and Rwanda, with several new country proposals in the pipeline.

As the portfolio expands, the CNF Steering Committee and financial partners have requested more frequent, standardized and granular information on results, domestic co-financing, utilization and cost-effectiveness. This includes country progress snapshots, standardized proposal summaries, pipeline and resource-allocation overviews, and the proportionate attribution of pooled-fund results to individual financial partners.

The purpose of this consultancy is to provide dedicated technical support to the CNF Management Unit on data management, data visualization, monitoring and evaluation over a two-year period (January 2027 – December 2028). The consultant will maintain and strengthen the CNF Strategic Results Framework (SRF) and its monitoring database, the CNF Power BI dashboard, and the data systems that underpin CNF reporting to the Steering Committee, financial partners and the public.  The consultant will work closely with the Programme Specialist – Monitoring and Quality Assurance, to ensure technical rigour, consistency and alignment in monitoring and reporting ofchild  nutrition  and development programme results.    This will ensure that CNF results and financial information are accurate, consistent, timely and presented in a way that supports decision-making and accountability
