UNICEF seeks a consultant with relevant expertise and experience to provide technical and operational support on behavior change communications strategy (C4D) strategy for the Education Section, with a focus school readiness and parenting education program and other communications related work.
The Consultant is part of the Office of the Director, Health in NYHQ and will report to the Senior Programme Manager (Planning and Partnership team lead) of the Health Section. The incumbent will maintain strong relationships with colleagues in relevant UNICEF regional and country offices, Unit leads in the Health Section, relevant divisions / offices to support knowledge management, planning and monitoring towards the implementation of Health results in the 2018-21 Strategic Plan.
The consultant will create and develop partnerships, resource mobilization and event management tools to provide support for the successful deployment of the WASH Resource Mobilization and Partnerships Strategy. The consultant will also support with the identification, cultivation and stewardship of UNICEF’s WASH top partners and maximize resources and support for WASH programmes to achieve results for children. The Partnerships Officer consultant will also assist the team in the administration, implementation, monitoring and evaluation of partnership related activities including events and high-level panel discussions, the elaboration of content and briefing notes for UNICEF’s senior leaders and the provision of support for webinars and knowledge management products.

The cyclone IDAI and floods affected an estimated 600,000 people, including 260,000 children, and displaced at least 128,941 people (as of 25 March 2019), which are hosted in 143 transit centers installed in Sofala, Manica, Zambezia and Tete provinces. The impact of the cyclone is one of the worst tropical-cyclone-related disasters in the southern hemisphere. The IDAI cyclone devastated Beira city, home to Mozambique’s second largest port and a low-lying city, which serves as a gateway to landlocked countries in the region. The impact has been significant for the 500,000 residents with critical infrastructure damaged and heavy flooding as the water has nowhere to drain. Several rivers have broken their banks leaving a huge area covered by the waters, and mostly accessible by air and water. Heavy rains preceding the cyclone have compounded the problems. The largest number of transit centers are in Sofala where there are at least 103 centers. Moreover, the Government has planned to temporarily settle 400,000 displaced people in accommodation centers, which raised concerns about health and protection related risks especially related to cholera. One million children need assistance and over 3,000 classrooms were damaged. On top of these damage, the cyclone Kenneth hit Cabo Delgado province on the evening of April 27 to 28 and at least 500 classrooms have been destroyed or damaged, impacting at least 45,000 students, according to INGC.
