Administrative data is routinely derived, structured information from systems such as Health Information Systems (HIS), Education Information Management Systems, Social welfare registries, Civil registration and national identification systems, court record systems etc. These routinely collected administrative data are an essential source of data for governments and development partners to monitor progress against the SDGs and ensure that decision makers have the data they need to plan and deliver the programmes required to achieve the SDG targets. It is no longer sufficient for these systems to be siloed within sectors as many of the conditions required for strong national administrative data systems are cross-cutting. Furthermore, administrative data systems are seeing rapidly evolving changes in technology, digitization, and associated governance structures. As a result, data are increasingly able to be linked in new ways allowing us to do more with these routinely collected data than ever before.
You will be part of a core team dedicated to this initiative, that will manage and develop key partnerships and collaboration, as well as provide strategic technical advice and guidance on the development of global goods. You will also be the part of a project that aims to develop global goods that are intended to streamline knowledge and practice on social science for community engagement in humanitarian action. In addition, you will capture the social science contributions and understanding specifically to link to community engagement practice at the implementation level, and hence the mix of expertise in this portfolio.

Towards advancing PSEA UNICEF with the UN Humanitarian Country Team jointly developed and approved an inter-agency PSEA action plan which includes prioritized activities to improve safe and accessible reporting, access to survivor-centered assistance, and enhanced accountabilities, including country-level investigations. The plan includes a mapping of PSEA efforts amongst partners, awareness-raising in local communities and coordination of reporting responsibilities, the establishment of a complaint’s mechanism and victims' assistance, development of hiring practices and engagement with authorities through the HCT to strengthen prevention and response to SEA.

En général, les analyses de la pauvreté sont fondées sur des termes monétaires (ligne de pauvreté). Le ménage est considéré comme pauvre si son revenu ou sa consommation est inférieur à un seuil de pauvreté prédéfini. Ces mesures ne parviennent pas à reconnaître le caractère multidimensionnel de la pauvreté, ignorant la perception et la compréhension de la pauvreté par les membres de la communauté, les laissant sans voix dans le processus d’identification. Conscient de cela, UNICEF dans le cadre de l’assistance technique au MINAS, est en train d’appuyer le developpement d’une méthode de ciblage mixte combinant le méthode de ciblage Proxy Means Test (PMT) et le ciblage communautaire pour impliquer les membres de la communauté afin de mieux définir la pauvreté «perçue», en l’utilisant comme un élément clé de la sélection des ménages pauvres.
