UNICEF PNG Office plans to engage two (2) national Field Engineers. The positions are field-based, with one Engineer fully based in Lae district, Morobe Province and one Engineer fully based in Rigo District, Central Province, providing on-site technical support and oversight across the full infrastructure intervention cycle. The Health Specialist reports to the Health Manager (Level 4) for guidance and general supervision. The incumbent provides field-level technical leadership and oversight, ensuring coherence and alignment of health system strengthening and Global Fund–supported interventions across the Central South and Benadir portfolio.
Works in close coordination with Field Offices, the Country Office Health Section, and under the strategic leadership of the Health Manager. The Health Specialist supports the development and preparation of the health programme and is responsible for managing, implementing, monitoring, evaluating, and reporting the programme progress of a sector of the health programme (e.g. gender, maternal, neonatal, child survival/development) within the country programme. The Health Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework.
