UNICEF seeks to recruit an individual consultant to conduct baseline and endline evaluations that operationalize the global Skills4Girls results framework (2026-2029), to assess shifts in agency, skills acquisition, gender norms and system responsiveness.
The assignment will focus on providing guidance and capacity building through the regional forums, technical assistance, mentoring to 46 remaining municipalities to facilitate the establishment of Local Social Funds ensuring alignment with existing legislation, local social plans, and municipal budgeting processes.
Objectives of the Assignment

2. Provide tools, tailored mentoring and technical support to municipalities throughout the establishment process while facilitating peer learning and exchange among municipalities.
