The Maternal, Newborn, Child, and Adolescent Health (MNCAH) portfolio of the Data and Analytics Section of UNICEF New York Headquarters maintains and updates the global MNCAH database which is a key source for country- and regional-level MNCAH data. This database is used by a wide range of stakeholders for activities related to SDG monitoring, global, regional, and country programme planning, and policy advocacy. The MNCAH team is expanding the MNCAH database to align with the emerging global health landscape and priorities, incorporating administrative data, modeled data, and subnational data. This expansion will improve the timeliness and availability of the data, necessitating strategic enhancements to the global database workflow. In addition to maintaining the global database, this consultancy will support maintenance and development of data products and data reporting processes such as SDG monitoring, Strategic Plan reporting, and other global reporting processes related to MNCAH.
The purpose of this assignment is to develop and validate country-level hierarchical Bayesian models for several MNCAH indicators for UNICEF’s reporting and monitoring. These models will evaluate the uncertainty and integrate data from country routine systems and survey data, provide annualized estimates for indicators at the country level, and forecast indicators within short time horizons.

UNICEF Innocenti conducts research on child well-being and rights, including in the digital environment. The Digital Engagement and Protection (DEP) unit has been studying how digital gaming, a popular leisure activity for children, can be designed to support their well-being. This work has been ongoing since 2019 in collaboration with The LEGO Group and a range of partners, funded by The LEGO Foundation, and resulted in research reports and the Responsible Innovation in Technology for Children (RITEC) framework of eight dimensions for children’s well-being in digital play.
The evidence synthesis will be undertaken by UNICEF from January to May 2026. UNICEF is seeking a part-time consultant to build on this to produce the enhanced Safety & Security content and update the RDT, through engaging stakeholders and supporting the piloting of the updated toolbox for finalization in 2027.
The consultant will provide strategic guidance on the implementation of EOF’s Education Outcomes Fund in Lagos State, Nigeria, to ensure the timely achievement of key programme milestones, support stakeholder engagement (Lagos State Universal Education Board (LASUBEB), Local Government Area (LGA) departments, Federal Ministry of Education (FME), evaluators, donors), support implementation of outcomes-based financing to enable sustainability and evidence uptake into public systems.
In partnership with the South African Department of Basic Education (DBE), The Education Outcomes Fund (EOF) launched the South Africa ECCE Outcomes Fund (“Fund 1.0”) in December 2025. Over three years, five implementing partners (IPs) will open around 1.4k new Early learning programmes (ELPs) and support around 600 existing ones throughout the country. The Outcomes fund is a form of outcomes-based financing, wherein payment to IPs is dependent on their progress towards pre-specified target outcomes. Under this model, EOF, IPs, and pre-financers providing working capital and performance management to the IPs, will frequently collect monitoring and evaluation data related to the interventions.
Fund 1.0 was developed as a way to learn about how to improve ECCE quality, to provide space for innovation, and as an opportunity for the DBE to broaden partnerships with non-state ECCE providers. Towards the scaling objectives of the 2030 ECD strategy and as outlined in the Bana Pele Blueprint, the DBE and EOF are interested in surfacing learnings from Fund 1.0 to inform the design of a future outcomes fund (“ELP Fund 2.0”). To support that effort, EOF is looking to collaborate with a consultant who will serve as a full-time member of the South Africa country team, to lead the learning, scaling, and evidence synthesis agenda for Fund 1.0.
