Under the supervision of the EO’s Senior Evaluation Specialist (Humanitarian), the consultant will help strengthen the overall quality of the two concerned evaluation processes and accrue the utility of the related humanitarian evaluations deliverables
The Humanitarian Evaluation Effectiveness Portfolio (HEEP) within the Evaluation Office will be managing several L3 evaluations during the second half of 2025 and 2026. These include evaluations of UNICEF’s L3 (Level 3) responses in State of Palestine (SoP) and Lebanon. Aligned with EO’s vision to deliver more cost-efficient evaluations and ensure rapid turn-around of evaluation deliverables and in light of the limited capacity within HEEP to complete all the activities included in its work plan, EO is currently seeking a Humanitarian Evaluation Consultant (Senior Level) to co-lead the evaluation of the UNICEF’s L3 response in Lebanon and to contribute to the evaluation of the UNICEF’s L3 response in SoP. Under the supervision of the EO’s Senior Evaluation Specialist (Humanitarian), the consultant will provide technical support to the conduct of these two humanitarian evaluations and help strengthen the overall quality and utility of humanitarian evaluations across UNICEF.
Anchored in UNICEF, Generation Unlimited (GenU) is a leading global Public-Private-Youth Partnership, bringing together global organizations and leaders with young people to co-create and deliver innovative solutions on a global scale. Within GenU, the Global Volunteer Initiative is leading on the Green Rising, working more closely with young people to build climate resilience in their communities and foster sustainable livelihoods.
The hired consultant will be responsible for helping to support implementation of the Green Rising initiative, including the Green Rising Investment Facility, by making inputs into the global Green Rising strategy – through strategy advice and facilitation expertise - and by providing tailored advice on Green Rising programming to implementing UNICEF country offices, including bringing new offices onboard to the initiative. S/he will support the development of multiple strategy streams – from capacity building to supporting collaborationg with other agencies and organizations -- to leverage youth power to achieve programmatic results, including environmental impact and sustainable livelihoods, across UNICEF and partners while empowering and upskilling young people. Linked to this work, s/he will contribute to drafting fundraising proposals and marketing communications and will support key events and fora such as skill-shares, webinars, community calls and design workshops using facilitation techniques guided by human-centred design. The consultant will be supervised by the head of the Global Volunteer Initiative (GVI) within Generation Unlimited/UNICEF and work closely with the GVI team. The work will require some travel.
