The South Sudan Country Office’s cash-based assistance (CBA) programming—covering incentive payments to frontline workers and lifesaving cash support to shock-affected families—is among the top five largest UNICEF CBA portfolios globally. To mitigate operational, programmatic, and reputational risks while enhancing the efficiency and effectiveness of these programmes, the Country Office has adopted direct delivery modalities. In line with this risk-informed approach, and to operate effectively in a highly volatile and constrained environment, UNICEF is strengthening its financial oversight and risk management systems. This includes continuously reinforcing financial management frameworks based on the CBA Financial Management Centralized approach to support direct cash delivery, ensuring compliance with UNICEF policies and procedures, maintaining robust internal controls and due diligence, and mitigating fiduciary and operational risks associated with high-volume cash transactions. Key measures include reinforcing segregation of duties; strengthening financial monitoring, FSP contract management, and reconciliation processes; and ensuring transparency and accountability in the review of FSP payment distribution and reconciliation reports, as well as in the processing of related invoices. While this position reports to the Programme Manager (Risk – Direct Cash Delivery), with a dotted line to the Administrative & Finance Manager, the incumbent will be fully dedicated to the Cash Direct Delivery Unit. The role will provide day-to-day financial support to all sections utilizing the CBA modality within a centralized cash-based assistance management approach. The position will be based in Juba, with frequent field missions across the country to oversee cash distribution processes, assess FSP performance, identify fiduciary risks, and propose key risk mitigation measures

The principal objective of the Child Protection AoR in north-east Nigeria is to ensure that child protection services for children, including adolescents, and caregivers most affected by the humanitarian crisis are responsive, efficient, effective and inclusive. The Child Protection AoR (CP AoR) is currently co-led by the Ministry of Women Affairs and Social Development (MWASD) and UNICEF. In line with the localization strategy, UNICEF will actively support the transitioning of the CP AoR coordination to the Nigerian government. UNICEF works to support the efforts of the Nigerian Government to provide reintegration services to children and women exiting armed groups and those released from detention in north-east Nigeria. The effective reintegration of children is hindered by the impact of armed conflict on societies, such as the absence of livelihood opportunities, weak economies and markets, and a breakdown of social infrastructure, including schools and health facilities. As part of the efforts to scale up reintegration support to children and women, UNICEF will continue to engage and collaborate with civil society organizations and private sector institutions to support the provision of economic and social reintegration support to vulnerable people, including adolescent girls and women, with interventions that address their specific reintegration needs. These programmes aim to help individuals find their way back into civilian life, thereby reducing the likelihood of a return to violence or criminality and preventing the emergence of future conflicts.

The Royal Government of Cambodia has identified the strengthening of the social service workforce as a key priority to improve the effectiveness, quality, and sustainability of services provided to vulnerable populations, particularly children, women, persons with disabilities, and other at-risk groups. The Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), through the Technical Working Group on Social Service Workforce Development, has been leading efforts to develop a comprehensive legal and regulatory framework to guide the professionalization, institutionalization, management, and expansion of the social service workforce in Cambodia. However, the efforts meet some challenges and gaps including the absence of a comprehensive legal framework defining the functions, roles, responsibilities, competencies, and professional standards of social workers, as well as the lack of a formal system for registration, licensing, accreditation, and quality assurance of social service professionals. These gaps undermine the Government’s ability to plan, budget, recruit, develop and retain qualified personnel across sectors such as social affairs, health, education, and justice, and limit the capacity of the social service workforce to deliver services that are rights-based, gender-responsive, disability inclusive, and sensitive to the needs of marginalized and at-risk groups.

The Personal Assistance Service (PAS) is an important tool for social inclusion, enabling persons with disabilities to live independently and participate actively in community life, in line with the provisions of the UN Convention on the Rights of Persons with Disabilities (CRPD), which the Republic of Moldova ratified in 2010. Currently, the regulatory framework governing the organization and functioning of the PAS is defined by Law No. 60/2012 on the social inclusion of persons with disabilities and Government Decision No. 314/2012 approving the Framework Regulation on the organization and functioning of the PAS, together with the Minimum Quality Standards. However, the existing modalities for employing personal assistants and delivering the service do not adequately meet real needs, resulting in inequities in coverage, quality, and financial sustainability. While the number of beneficiaries has steadily increased in recent years, the human and financial resources allocated have not evolved proportionally to demand. The Ministry of Labour and Social Protection (MLSP) intends to revise and improve the contracting and delivery framework of the PAS to ensure a more equitable, flexible, and needs oriented system. This will include differentiating levels of support and exploring alternative financing and contracting mechanisms, with the ultimate goal of strengthening inclusion and improving the quality of life for persons with disabilities. The consultant, in coordination with the financial expert, shall prepare legislative recommendations and costing scenarios for the revision of contracting and delivery modalities of the Personal Assistance Service.
