The purpose of this assignment is for an international consultant to support UNICEF and the Government of Madagascar in developing the Madagascar Children’s Climate Risk Index -Disaster Risk Model (CCRI-DRM) at sub-national level. For this assignment, the consultant will work with a national consultant and other colleagues in UNICEF and relevant government and non-government partners to identify, compile and analyze existing data sources and platforms to capture 1) climate and disaster risk and 2) vulnerability, especially for children, families, and their communities to these risks at the national and regional, and district level (if available – to be defined during data collection and analysis stage). Subsequently, an interactive open-source visualization platform presenting the subnational risk model and underlying indicators data will be embedded or developed with support from UNICEF that will assist with prioritization and planning for risk mitigation and adaptation – as well as inform preparedness and investment priorities.
The main purpose of the assignment is to provide technical assistance to the national task force group in collecting the evidence, conducting the assessment of barriers for pregnant women to access the PMTCT services and developing report with recommendations on how to achieve elimination of mother-to-child transmission (eMTCT) status. Although the report will be for national pre-validation of EMTCT of HIV and Hepatitis, the consultant will ensure Syphilis data and information is included and integrated in the report as part of the program assessment component. Component related to Syphilis is optional for current consultancy if candidate has technical expertise in all three areas (HIV, Hepatitis, Syphilis).
Under closed supervision of the Evaluation Specialist, generate evidence and identify lessons which can inform the design of the next Country Programme 2026-2030 and adjustments.

UNICEF Jakarta is looking for a Private Sector Fundraising (PSFR) Officer: Value Maximization & Donor Care who will be responsible to maximize retention and satisfaction of active donors through the implementation of a Omnichannel Donor Care strategy that ensures that donors receive a friendly, professional, and consistent high-quality service, that will impact the retention and value maximization results. The incumbent will also be responsible to implement the value maximization and saving strategies to maximize pledge income and minimize cancellations. This includes supervising the in-house donor care team, selecting suitable external service providers, and driving innovation to use new channels of communication (WhatsApp, chatbot, etc). This role will work in a close collaboration with colleagues in different teams and reporting lines: individual fundraising acquisition and marketing team and specifically the donor journey officer, digital team, donor content assistant, and communications colleagues. UNICEF is procuring vaccines on behalf of more than 100 countries, with vaccines supplied for 45% of worlds’ children, living primarily in low- and middle-income countries. In addition to procurement of vaccines for countries’ routine and supplementary immunization activities, UNICEF also supplies vaccines to respond to outbreaks of vaccine preventable diseases and manages a number of vaccine stockpiles, prepositioned for outbreak response on behalf of a range of partnerships including the Global Polio Eradication Initiative (GPEI), The International Coordination Group (ICG) on Vaccine Provision and the Measles and Rubella Partnership (M&RP). The vaccine stockpiles are held with manufacturers and, with one exception, title (ownership) and possession remains with the manufacturers, even if UNICEF has exclusive rights to these stockpiles.
UNICEF believes that its rich experience in managing vaccine stockpiles can be leveraged on to take vaccine stockpiling a step further and consider taking on title/ownership [and potentially possession] of specific stockpiles if it will enable reaching children and communities and break the chain of disease transmission faster and more efficiently.
The UNICEF Private Sector Fundraising and Partnerships (PSFP) section within Private Fundraising and Partnerships Division (PFP) works with National Committees and UNICEF country offices to maximize income and drive income growth. The Marketing and Brand Building Section within PSFP lead the global efforts to build marketing strategies that position UNICEF effectively for fundraising and engagement with private sector audiences.
Significant external evidence exists across both the private sector and nonprofits to support the case for investment in brand building for sustaining and growing income, however the internal marketing measurement, OKRs, anecdotal evidence and processes to demonstrate impact need to become more robust at UNICEF.
The Evaluation Officer reports to the Chief of Planning, Monitoring, and Evaluation, with a dotted line to the Country Representative. The Evaluation Officer provides technical and operational support to facilitate and support the overall planning, design, and implementation of the country office Plan for Research, Integrated Monitoring and Evaluation (PRIME) and lead evaluation and learning activities where appropriate across field offices, between agencies and with national and international stakeholders and collaborators.
The policy specialist provides technical leadership and strategic support to ensure that UNICEF’s policy engagement, programmes and strategic partnerships include and promote the rights and needs of children and adolescents on the move, including coordinating UNICEF’s strategic partnerships and institutional advocacy priorities on migration, refugee issues and internal displacement.
Responsibilities for this role include supporting the development of work plans, budgets and reports, and effectively and efficiently developing, monitoring and reporting on outbreak grant-specific budgets in line with program, UNICEF and donor requirements. The Programme Budget Specialist also provides key support to the RORG/IMST in outbreak budgetary monitoring, guidance to the ROs/COs on compliance with donor and internal UNICEF rules and regulations and other key functions as required. The incumbent will be deployed to polio outbreak countries as needed, to support monitoring polio resources, analyze reasons for under/over implementation and flag any issues encountered as per agreed workplan in line with Global Polio Eradication Initiative (GPEI) outbreak response Standard Operating Procedures (SOPs). The duties will include monthly monitoring and reporting on the scope and interactions in networks and media according to the established indicators to enhance or redirect compliance with the strategy and ensure compliance with the security mechanisms established for each of the digital platforms. 2) Land size and use, Rainfed agriculture and food security in Sub-Saharan Africa a systematic review with focus on Ethiopia with recommendations for programme development.
3) Use the evidence from the two systematic reviews to develop into a functional conceptual framework for food systems in Ethiopia, that clearly defines the drivers of household food insecurity to guide programme design and interventions
