Cet instrument permet de diagnostiquer et d'évaluer les chaînes d'approvisionnement liées aux médicaments d'urgence, aux vaccins et aux compléments alimentaires. Il s'adresse principalement aux gouvernements et aux agences de développement en tant qu'outil stratégique et de programmation. Il a déjà été mis en oeuvre dans 35 pays, dont Madagascar en 2022-2023. Sa mise en oeuvre est soutenue par une plateforme en ligne qui sert de support à la diffusion des résultats et à la comparaison entre les pays. Cet objectif correspond à un appui à l’étape 6.
