| El estudio busca analizar la evolución, el desempeño y la articulación de los servicios de educación y formación técnica, así como de capacitación laboral para adolescentes y jóvenes de hasta 18 años en el Perú. Examinará la relación entre la oferta y cobertura de estos servicios, sus resultados en la transición escuela-trabajo, los mecanismos de financiamiento público y la arquitectura institucional que los sustenta. A partir de ello, identificará brechas, desafíos y oportunidades de mejora para fortalecer las trayectorias formativas y laborales de los jóvenes.
Asimismo, la investigación generará evidencia técnica para apoyar la agenda de abogacía e incidencia política de UNICEF en el marco del Programa de Cooperación 2027-2031. Se enfocará en identificar intervenciones prioritarias, oportunidades de fortalecimiento institucional, necesidades de coordinación entre actores públicos y privados, y opciones para mejorar la eficiencia y sostenibilidad del gasto público.
Los objetivos específicos incluyen analizar la evolución de la oferta y cobertura de la formación técnica y la capacitación laboral durante la última década; evaluar los resultados de inserción laboral y transición escuela-trabajo; examinar las tendencias de financiamiento y ejecución presupuestal; identificar desafíos normativos, institucionales y operativos que afectan la gobernanza del sistema; y formular recomendaciones y una hoja de ruta de incidencia para orientar las prioridades programáticas de UNICEF.
El trabajo requiere experiencia especializada en investigación aplicada, educación y formación técnica, capacitación para el empleo, análisis de mercado laboral y presupuesto público, así como capacidad para integrar evidencia cuantitativa, financiera e institucional en recomendaciones de política pública. |
