| NICEF’s mandate is to promote the rights of every child, everywhere, through programmes, advocacy and operational support. UNICEF’s North Pacific Field Office, based in Pohnpei, supports education programming across the Federated States of Micronesia, the Republic of the Marshall Islands and Palau, including through remote and in-country support to partners in RMI.In RMI, UNICEF works closely with the Public School System (PSS) on education programming and with the Office of the Chief Secretary (OCS) on early childhood development (ECD), in coordination with relevant government agencies and
development partners. Key areas of engagement include the GPE System Transformation Grant — the Rebbelib Programme
— which aims to improve learning outcomes by bringing digital connectivity to all elementary schools; the GPE System
Capacity Grant, which supports strengthened education sector capacity through improved planning, human resource
management and evidence generation; preparation for the Head Start Programme; the RENEW solarization project; and
multi-sectoral ECD support. UNICEF also provides support to other education priorities in RMI, based on available resources
and alignment with UNICEF’s comparative advantage, including under the Pacific Regional Education Framework (PacREF).
To support the effective implementation of this expanding portfolio, UNICEF seeks to engage a consultant to work within
PSS and provide dedicated technical, logistical, coordination, monitoring and reporting support to the PSS–UNICEF
partnership. The consultant will support PSS leadership and relevant focal officers to ensure coherent implementation of
agreed activities, timely follow-up on deliverables, effective coordination with UNICEF, OCS and other partners, and systematic tracking of progress, challenges, risks and results.
