The overall objective of this assignment is to develop a Climate Landscape Analysis for Children (CLAC) in South Sudan. The CLAC will further inform the needed programmatic shift for UNICEF South Sudan by applying the climate lens to all aspects of the country programme.
The development of the CLAC aims to understand the overall Climate, Environment and Energy (CEE) landscape in South Sudan in terms of data availability and gaps, existing laws, policy and regulations, risks to children and their caregivers/parents, opportunities, and potential benefits of climate actions. It will also investigate child-sensitive approaches to inform UNICEF’s mainstreaming of climate change and environment actions into ongoing and future programmes in the country.
S/he will be responsible for collecting, compiling, analyzing, and reviewing key resources (e.g., literature review), gathering in-country information, and undertaking a key-stakeholder analysis (e.g., stakeholders’ interviews, qualitative and quantitative data analysis as necessary), and strategic documents development. In addition, the incumbent will work closely with Country Office (CO) management and technical staff in relevant sections to identify and develop programming options and recommendations for the successful integration of climate, energy and environment, environmental sustainability (CEE) issues in the country programme cycle.
The national consultant will also provide recommendations to UNICEF South Sudan, with a focus on Environment and Climate Action programme, by identifying a set of actionable opportunities to integrate climate-, environment-, and energy-related development issues into UNICEF’s sectoral programmes and cooperation with South Sudan government agencies.

Purpose of assignment:
The consultant will support UNICEF Ukraine in the following areas of work and tasks to support the roll-out of UNICEF’s Safeguarding Policy in Ukraine:
1. In close coordination with an international expert on Safeguarding, develop a workplan to roll out the Safeguarding Policy to staff, implementing partners, suppliers/vendors, and those acting on UNICEF’s behalf, including a plan to systematize Safeguarding training within UNICEF Ukraine.
2. 3. Support the mainstreaming of the new Safeguarding Policy into UNICEF Ukraine’s processes, plans and actions, including through updating/strengthening Safeguarding standards in contractual instruments and in the process of contracting vendors and partnership agreements.
4. Rolling out Safeguarding training, including in Field Office locations, for all UNICEF staff as well as for implementing partners, suppliers/vendors, and those acting on UNICEF’s behalf.
5. The development of an example Safeguarding policy for UNICEF partners and suppliers/vendors as well as a Safeguarding risk assessment tool, including personal data protection impact assessments.
