| The South Sudan Country Office’s cash-based assistance (CBA) programming—covering incentive payments to frontline workers and lifesaving cash support to shock-affected families—is among the top five largest UNICEF CBA portfolios globally. To mitigate operational, programmatic, and reputational risks while enhancing the efficiency and effectiveness of these programmes, the Country Office has adopted direct delivery modalities. In line with this risk-informed approach, and to operate effectively in a highly volatile and constrained environment, UNICEF is strengthening its financial oversight and risk management systems. This includes continuously reinforcing financial management frameworks based on the CBA Financial Management Centralized approach to support direct cash delivery, ensuring compliance with UNICEF policies and procedures, maintaining robust internal controls and due diligence, and mitigating fiduciary and operational risks associated with high-volume cash transactions. Key measures include reinforcing segregation of duties; strengthening financial monitoring, FSP contract management, and reconciliation processes; and ensuring transparency and accountability in the review of FSP payment distribution and reconciliation reports, as well as in the processing of related invoices. While this position reports to the Programme Manager (Risk – Direct Cash Delivery), with a dotted line to the Administrative & Finance Manager, the incumbent will be fully dedicated to the Cash Direct Delivery Unit. The role will provide day-to-day financial support to all sections utilizing the CBA modality within a centralized cash-based assistance management approach. The position will be based in Juba, with frequent field missions across the country to oversee cash distribution processes, assess FSP performance, identify fiduciary risks, and propose key risk mitigation measures |
