For every child, the right to an education

The Rome Common Services Center (CSC) will be newly established following the relocation of several UNICEF HQ Divisions to Rome, where they will be co-located with WFP HQ. This move is part of the Future Focus Initiative, aimed at achieving cost savings and supporting broader UN80 objectives. The Rome CSC will play a critical role in delivering operational support to all UNICEF Divisions based at WFP HQ, as well as coordinating closely with WFP on the services provided to UNICEF staff.  

Under the supervision and guidance of the supervisor, the Administrative Associate will be responsible for executing a broad variety of procedural and specialized administrative tasks for the respective section requiring in-depth knowledge of UNICEF administrative procedures, processes and policies. This role will be focused on Property Management while supporting as a backup for other Admin functions.   

How can you make a difference? 

  1. Property Management: Management of Assets and Attractive Items and low value 

  •  Supports management of assets and attractive items for all Rome-based entities, including raising AMRs, day-to-day administration, updates, tracking, transfer and disposal processes.  
  • Assist with annual physical inventory of all expendable and non-expendable items in office; Identify and recommend replacement/disposal of equipment and supplies.  

  • Take appropriate action to transfer assets between offices when needed as per internal. 

  • Prepare reports detailing discrepancies found between VISION and the physical inspection and keep the Administrative Officer informed of the discrepancies.  

  • Support to PSB among others: Prepare reports on damaged or unusable items for IT review; loss or stolen equipment reported by staff with all details, prior to submission for Property Survey Board (PSB) review; PSB submitter in ePSB tool. Implement Head of Office approval of PSB recommendation in consultation with Admin and Finance Specialist. Update Vision with assets' status based on decisions. 

  • Supports on coordination of insurance needs for UNICEF space, property and assets in liaison with DFAM. 

  1. Low value procurement and Office supplies management 

     Low Value procurement: 

  • Raise PRs and Purchase Orders in VISION. Act as L-1 procurement in the Section. 

  • Supports supervisor in the processes of contracting for goods and services in line with the policies and guidance issued by procurement team. 

  • Follow up with the vendors once the orders are issued.  

  • Maintains up-to-date vendor lists, partners, and consultant rosters.  

  • Creates Purchase requisitions, coordinates within CSC, updates procurement planning and liaises with procurement team on all aspects, as needed. 

     Supplies: 

  • Supports management of administrative supplies, office equipment, and updating inventory of items. 

  • Monitors and supervises adequate and appropriate use of supplies. 

  • Responsible for planning, purchase and timely distribution of office supplies and coordinate funding from Divisions. 

  1. Administration section Planning & Project Management 

  • Ensures the availability of timely, complete and accurate information and data for preparing section work plans and project management plans.  

  • Undertakes basic research and performs comparative analysis of administrative related data.  

  • Monitors project implementation against established milestones and make recommendations to improve performance.  

  • Help ensure timely compliance with agreed deadlines. 

  • Acts as focal point in the review of the completeness of data reports with key monitoring and evaluation information. 

  1. Invoice Processing 

  • Responsible for collecting invoices and filing documents for approval and, onwards processing with GSSC.  

  • Act as invoicing Local Focal Point (LFP); focal point for MDM functions.  

  • Responds to transaction status and other inquiries, as relevant. 

  1. Communications & Workflow 

  • Facilitates the communications and workflow of the organizational unit to enhance the efficiency and timeliness of operations and outputs. 

  • Manages incoming and outgoing correspondence, e-mails, and telephone calls. 

  • Establishes and maintains the office filing and reference systems, both traditional and digital; and ensures the inter/intra-net websites/ CSC SharePoint are updated and accurate.  

  1. Other 

  • Attendance: Maintains and updates a system which monitors the office presence of staff as and if needed. 

  • Back up for Administrative Associate G6, protocol and individual consultancy, as relevant. 

  • Provide other administrative and operational support services as needed.  

  • Undertake any projects, activities assigned by supervisor or Chief of CSC.

Minimum requirements:

Education: 

  • Completion of secondary education is required. 
  • Professional and/or university courses related to the field of work are highly desirable. 

Work Experience:

  • A minimum of six (6) years of progressively responsible administrative experience is required.
  • Experience in managing large volume of assets and office property and preferably including experience working with ERP systems related to asset management, procurement, and budget is required.
  • Experience working with large client base in HQ, Regional Office or large country office is an asset. 

Language Requirements:

  • Fluency in English is required. 
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
