Le Gouvernement de la République de Guinée s’est engagé dans un approfondissement de ses réformes de gestion des finances publiques (GFP), conformément à la directive de la CEDEAO relative aux lois de finances et d’autres cadre de convergence qui servent de benchmark telles que certaines directives pertinentes de l’UEMOA même si le pays n’appartient pas à cette zone monétaire. La transition d’un budget traditionnel en postes linéaires vers un budget structuré par programmes est l'un des axes majeurs de cet engagement. Cette réforme est une approche reconnue internationalement pour son orientation vers les résultats et la performance. Elle organise les dépenses publiques autour de missions, programmes et sous-programmes, chacun assorti d’objectifs clairement définis, d’indicateurs de performance et de responsables identifiés. Ce modèle renforce ainsi la redevabilité, facilite la planification pluriannuelle via le CDMT, et améliore la qualité de prestation des services publics. Le Gouvernement veut accélérer la migration effective vers le budget-programme comme en témoigne le passage de cinq (5) ministères pilotes initialement convenu à onze (11) ministères qui vont finalement expérimentée cette approche dès 2026 comme le témoigne le Projet de Loi de Finance Initiale de 2026 adopté le 31 mars 2026 par l’organe législatif de transition. Cette ambition affichée du gouvernement appelle à un appui technique accru pour assurer l’accompagnement des onze (11) ministères dans l’adoption et la pratique effective du budget-programme. L’extension à tous les autres ministères qui est projetée dès 2027 dépend en effet des succès et des leçons apprises lors de cette phase pilote. Il en vient qu’un appui technique dédiée à l’accompagnement des ministères pilotes est totalement justifiée.

Consultants for Technical Support to 10 State Governments on the Implementation of Programme- Based Budgeting in 2027- 2029 Multi-Year Budget, Remote + travel, #594162 Nigeria
The overall objective of the technical support is to use Programme Based Budgeting (PBB) as an entry point for Child Responsive Budgeting (CRB) in the States. CRB is impossible without PBB. During the support, the states officials will be equipped with the knowledge and skills to adequately mainstream and institutionalize Programme-based budgeting in the 9 States across the key phases of the budget process, planning, implementation, and monitoring. The following are the specific objectives: a) To strengthen the capacity and enhance the knowledge of stakeholders in programme-based planning, coding (tagging), monitoring, reporting, and evaluation in the 10 states. b) To reinforce the results framework and enable the state officials to formulate realistic outputs/deliverables and SMART indicators (with means of verification) in the 10 states c) To generate awareness about the indicators and data dashboard, and to guide on collecting data to assess and monitor the programme regularly in the 10 states. d) To establish (if not existing or strengthen) a state standing committee on budget performance monitoring and reporting to the State Governor for progress appraisal and decision making in each of the 10 states.

The Government of the Netherlands, through UNICEF, is supporting the Accelerated Sanitation and Water for All (ASWA III) programme across eight countries, including Nigeria. The programme targets improved access to equitable, sustainable WASH services in low-income contexts characterized by limited WASH coverage and poor development outcomes. The review will examine the relevance, effectiveness, efficiency, and early signs of impact of the gender action plans that emerged from the GALA process. It will assess whether these plans remain responsive to the evolving socio-cultural, institutional, and policy context, and whether they are being implemented in ways that address the root causes of gender inequality, rather than only its symptoms.
