La consultoría brindará asistencia técnica especializada al Ministerio de Ambiente y Energía (MAE), bajo la supervisión de UNICEF, para fortalecer los mecanismos que facilitan el acceso de los gobiernos municipales al financiamiento de proyectos de agua, saneamiento e higiene (WASH). El trabajo incluirá la revisión y mejora de los procesos de viabilidad técnica, la armonización de criterios entre el MAE y el Banco de Desarrollo del Ecuador (BDE), y el fortalecimiento de los sistemas e instrumentos de gestión utilizados en el sector. Asimismo, la consultoría apoyará la coordinación entre instituciones públicas, organismos multilaterales y otros actores relevantes, contribuyendo al desarrollo de herramientas técnicas, la generación de evidencia y la formulación de recomendaciones para mejorar las políticas públicas y las estrategias de financiamiento del sector WASH.

El/la consultor/a tendrá como objetivo generar insumos técnicos especializados que contribuyan al fortalecimiento de los instrumentos aplicables al sector de agua potable y saneamiento en el Ecuador, mediante el diagnóstico y análisis del marco técnico vigente, la identificación de brechas, desafíos y oportunidades de mejora, y la elaboración de un compendio regional de tecnologías viables para el abastecimiento de agua potable y el saneamiento. Dicho compendio deberá incorporará tecnologías convencionales e innovadoras, soluciones basadas en la naturaleza (SbN) y alternativas adaptadas a las características geográficas, climáticas y socioeconómicas de las diferentes regiones del país, incluyendo un apartado sobre captación, almacenamiento, tratamiento y aprovechamiento de agua lluvia como fuente complementaria para diversos usos, incluido el consumo humano bajo condiciones técnicas y sanitarias apropiadas.

The objective of this consultancy is to provide technical advisory and coordination support to the Ministry of Emergency and Disaster Management to advance national disaster risk reduction (DRR) and emergency preparedness efforts in Syria. Over a period of 120 working days, the consultant will support the Ministry in strengthening key elements of the national disaster risk management architecture, including contributions to the development of the National DRR Strategy, the review and prioritization of national risk scenarios, and the enhancement of multi-hazard preparedness and contingency planning mechanisms across sectors. The consultancy will also aim to strengthen institutional capacities and coordination mechanisms between the Ministry, UNICEF, and relevant national stakeholders involved in disaster risk management. Through technical guidance, facilitation of consultations, and targeted capacity building activities, the consultant will support the integration of child-centred, gender-responsive, and youth-inclusive approaches within national DRR frameworks, while contributing to improved preparedness, risk analysis, and evidence-based planning processes at the national level.
