The development of a comprehensive Strategic Purchasing Manual for the Zanzibar Health Services Fund (ZHSF) is a critical step in strengthening health financing reforms and advancing the broader health sector transformation agenda of the Revolutionary Government of Zanzibar. The manual will ensure alignment of ZHSF’s purchasing functions with the ongoing health sector reforms and contribute to the achievement of the government’s Universal Health Coverage (UHC) goal. The development of the manual is timely, since ZHSF is in the process of expanding its UHI coverage to include the informal sector and vulnerable groups. A comprehensive strategic purchasing manual that clearly defines the roles and responsibilities of all stakeholders is essential to the achievement of the UHC goal as coverage expends. ZHSF will use the manual to guide its strategic purchasing functions, which will promote efficient and equitable financing, and the delivery of quality health care services in Zanzibar. The manual will increase ZHSF’s capacity in ensuring value for money of health expenditures and creating stronger incentives for providers to deliver affordable, accessible, and quality health services. The consultancy includes training and mentoring of ZHSF staff on operationalization of the manual to be produced. This will enhance the institutional capacity of ZHSF in making decisions on provider payment mechanisms, benefit package design, and service provider performance monitoring, all of which will improve access to equitable and quality health care services for the people of Zanzibar.
