TERMS OF REFERENCE
Purpose of Activity/Assignment:
UNICEF and SFD are currently undertaking a digital transformation to improve the efficiency, transparency, and coverage of the new social protection programs. A core component of this transformation is the assessment of the institutional capacity to design, develop, and roll out an integrated Management Information System (MIS) that encompasses:
• Social Registry: To collect and manage data on potential beneficiaries.
• Cash Transfer Module: To manage payments, reconciliation, and beneficiary compliance. • Digital Payment and E-Wallet Management: to manage digital payment and E-wallet
• Grievance Mechanism (GM) Module: A comprehensive module to manage complaints, inquiries, and feedback.
• Real-Time Monitoring Dashboards: A user-friendly dashboard designed to monitor key indicators, progress metrics, and performance trends in real-time
• Mapping and Geo-Targeting: To support the "geo-bundling" of combined interventions, CFN, VSLA, and other WB supported programmes.
• Integration with Health Registry: given the nutrition focus, interoperability with health systems/registry. The consultant will provide strategic, capacity-building, and technical support, as well as operational planning, to ensure the successful implementation of this system, aligned with international best practices and the national digital transformation strategy. The consultant will assess the current institutional capacity for MIS and infrastructure, identify technical, operational, and capacity gaps, and recommend practical solutions. In addition, the consultant will support the development of a clear implementation roadmap for the MIS, including institutional capacity required, technology choices, architectural considerations, and workflow design for cash-transfer operations. A key element of the assignment is capacity building and ongoing advisory support to strengthen delivery practices and ensure that the MIS is well prepared to manage large-scale beneficiary data and payment cycles.

Minimum requirements:
Education:
Master's degree in Information Systems, Computer Science, Software Engineering, Data Management, or related fields (mandatory)
Work Experience:
• At least 10–15 years of experience in designing, implementing, or advising on large-scale information systems, preferably national systems.
• Demonstrated experience supporting or advising on national-level cash transfer programmes, social protection systems, or other large beneficiary-based systems (highly desirable).
• Strong background in system assessments, gap analysis, and producing clear technical recommendations and implementation roadmaps.
• Experience working with government stakeholders, providing technical advisory services, and strengthening institutional capacity.
• Proven ability to conduct capacity building, including training, mentoring, and producing technical documentation and SOPs for non-technical users
• Experience working in complex humanitarian or development environments, with the ability to navigate constraints and propose practical, sustainable solutions.
Knowledge/Expertise/Skills:
• Proven expertise in MIS/ERP architecture, system design, and infrastructure planning, including scalability, security, and data governance.
• Practical knowledge of large-scale database design, data modelling, data quality assurance, and integration with external systems.
• Solid understanding of security standards, including authentication, authorization, data protection, and risk mitigation in information systems.
• Familiarity with modern development and delivery practices (e.g., Agile methodologies) and project management with the ability to guide teams in applying best practices.
• Strong analytical, problem-solving, and communication skills, with the ability to translate technical concepts into clear guidance for decision-makers
Language Requirements:
Fluency in English (written and spoken) is required.
Fluency in Arabic (written and spoken) is required.
Desirable:
Demonstrated experience supporting or advising on national level cash transfer programmes, social protection systems, or other large beneficiary-based systems.
