Grounded in seven principles, RD4C provides a framework for dialogue and action on how to embed responsible data governance practices centering child rights and needs across diverse contexts. Through practical tools and case studies, the initiative supports stakeholders in translating the RD4C principles into concrete, context-specific practices. The purpose of this consultancy is to assess the RD4C initiative and to identify opportunities to strategically evolve it to maximize its scale and impact. The consultancy also aims to refresh the unique scope and value proposition of the RD4C initiative in this context and to strengthen its partnerships and governance for greater, collective impact in support of children. UNICEF and the Institute for Applied Economic Research (Ipea) are partnering to produce robust and detailed evidence on the economic costs of VAC in Brazil. The proposed assignment aims to estimate the welfare cost associated with homicides and suicides of children and adolescents in Brazil and to estimate intangible costs related to morbidity (loss of quality of life) resulting from VAC in Brazil, in order to subsidize the estimation of the economic cost of VAC in Brazil conducted by the UNICEF and the Ipea to support evidence-based public policy formulation.

The consultant will deliver several Power BI dashboards designed to enhance coordination between the Ministry of Social Policy, Family and Unity, donors and implementing partners. The Power BI-enabled dashboards will consolidate data from surveys (e.g., drawing from Activity Info, KoboToolkbox, excel files, other tools) and other relevant sources into user-friendly, interactive dashboards that provide real-time insights into technical assistance flows, project implementation status, and progress towards the Social Recovery Office's priority areas.
