The roster of consultants is being established to support ongoing and future interventions in all areas of the strategic partnerships and advocacy interventions: policy development and advocacy, Action for Climate Empowerment (ACE), and Business for Results (B4R). The consultants will contribute to advocacy, ACE and B4R interventions, technical assistance and documentation of initiatives and results as specified in general terms in this opportunity. Therefore, robust sanitation policy guidelines are essential for addressing the challenges unique to South Asia. The Guidelines will assist governments to develop sanitation policies that reduce inequalities, improve health outcomes, and foster economic growth; elements that collectively uplift communities and pave the way for a healthier, more equitable future.

The Risk Management in Programming and Safeguarding (RMPS) Unit, within the Programme Effectiveness Team (PET) in UNICEF’s Division of Data, Analytics, Planning and Monitoring (DAPM), was established at the end of 2024 to drive an integrated approach to risk management and Safeguarding across UNICEF’s programming and operations. The RMPS is structured around four pillars: i) Environmental and Social Standards (ESS) and Safeguarding, ii) Complaints and Feedback Management (CFM), iii) Partnership Risk Management, including Harmonized Approach to Cash Transfers (PRM/HACT), and iv) Data Protection. The RMPS works to enhance decision-making, programme effectiveness and organizational learning, to realize the rights and improve the lives of children. PSEA is a core component of Safeguarding and a shared responsibility with the Programme Group (PG), particularly the Child Protection (CP)/PSEA team. In light of the ongoing restructuring within UNICEF—and while discussions continue on identifying a sustainable solution to ensure PSEA/safeguarding capacities at both centralized and decentralized levels—it is critical that the progress achieved by DAPM and the PG-CP team over the past years is preserved. This consultancy is designed to enhance UNICEF’s PSEA agenda, as well as to support streamlining, advocacy and fundraising efforts.

Generation Unlimited’s Passport to Earning (P2E) is a global programme that provides young people aged 15-24 with free, quality and certifiable skills that better position them to access advanced skilling and earning opportunities. By 2030, P2E aims to skill 20 million young people in 15 countries and support at least 1 million to access advanced training, jobs, self-employment and entrepreneurship. This includes a midterm ambition of skilling 8 million young people, including 4 million in digital/AI, and supporting 400,000 youth in earning opportunities by 2027. An action plan determines how P2E will realise its midterm and long-term ambitions. Under the direct supervision of GenU’s Senior Advisor, Global Programmes, under the overall guidance of the Deputy Director, Programmes, the Global P2E Consultant will play a key role in delivering the priorities of the programme. This includes supporting the implementation of the Global Strategy action plan; working with global and country teams to conceptualize and implement learning-to-earning models; conducting monitoring, evaluation, research and learning activities; coordinating the deployment and management of P2E platforms; and facilitating the development of strategies for GenU global programmes.
