Develop draft brief focused on GBV risk mitigation in technology (in alignment with UNICEF’s existing work on GBV risk mitigation in other programmatic sectors). 6. Develop a facilitator’s guide on using Laaha in service delivery. The consultancy will be home-based with travel to emergency-affected contexts relevant to the above tasks, as feasible

UNICEF Pacific is in search of a dedicated and proactive national or international consultant to be based in the Ministry of Education and Culture (MEC) in Samoa. The consultancy is for a period of 18 months. The consultant will be based in Apia, Samoa for the entire duration of the assignment. The primary purpose of the Technical Advisor Education Monitoring, Evaluation and Research is to provide high quality, accurate and evidenced based technical advice and guidance on the monitoring of the MEC annual workplan and the development, implementation, coordination and monitoring of research and evaluative projects implemented by the Ministry. S/he will also contribute to strengthening the understanding and use of data and data analysis to inform decision-making, planning, and reporting across the Ministry. Significant capacity building and skills transfer is expected from approaches used in carrying out the work as well as specific focused training sessions. The Technical Advisor is also expected to assist MEC in setting up systems and processes (e.g. dashboards, guidance, SOPs, etc.) to enable the team to sustain stronger Monitoring, Evaluation and Learning approaches even after completion of the consultancy.

Afin d'assurer une meilleure protection des données des bénéficiaires, une efficacité opérationnelle accrue et une transparence renforcée, un processus de développement d'un Système d'Information et la Gestion (SIG) garantissant une gestion numérique, efficace et sécurisée des données des bénéficiaires est en cours. Un cabinet a été recruté pour le développement de ce SIG transfert monétaire et la consultation des parties prenantes est en cours de finalisation. En attendant le déploiement du SIG définitif, un SIG transitoire allégé a été mis en place pour soutenir le programme Cash Plus Care Faaba. Le consultant accompagnera le MASM dans ses initiatives de numérisation sur le cadre du programme Cash Plus Care, notamment en assurant la bonne gestion des données des bénéficiaires pour faciliter les paiements des bénéficiaires, le déploiement du SIG transitoire et apporter un soutien technique au MASM afin de garantir que le SIG transfert monétaire qui sera élaboré réponde aux besoins et aux critères du ministère et de toute autorité compétente.
