How can you make a difference? 

UNICEF Zimbabwe is inviting applications for a national individual to support the Ministry of Primary and Secondary (MoPSE) in providing oversight for the implementation of Cantoo Scribe EdTech for inclusive early learning education under the Learning Pioneers Programme in Zimbabwe.

BACKGROUND

As part of UNICEF’s Global Learning Innovation Hub (LIH), six Learning Pioneer countries have been selected to pilot innovative EdTech solutions aimed at addressing context-specific education challenges. The Learning Innovation Hub supports governments in accelerating access to digital learning; invests from pilot to scale on game changing EdTech innovations and explores how new innovative pedagogies and technologies can create environments where children can learn, unleash their unique talent, and become true entrepreneurs of their life. It is part of Reimagine Education initiative and has the bold ambition to become a global “home for the architects of the future of learning”.
Zimbabwe is one of the six countries participating in the Learning Pioneers Programme (LPP)i, which is a two-year journey in which UNICEF Zimbabwe Country Office and the Ministry of Primary and Secondary Education (MoPSE) will model, high-impact, highly scalable EdTech solutions to address the learning challenges and shape the future of learning. The portfolio journey for EdTech solutions is structured in three phases: Model for Scale, Accelerate, and Scale. The introduction of EdTech tool(s) in Zimbabwe is part of the model for scale phase.
Zimbabwe is focusing on piloting Cantoo Scribe, an assistive EdTech tool designed to support teachers in delivering inclusive early learning education, particularly for children with disabilities.
The pilot aims to evaluate the feasibility, effectiveness, and scalability of Cantoo Scribe by embedding it into the teaching and learning process in selected schools. This consultancy will provide implementation support, coordinate with key stakeholders, monitor progress, assess teacher training impact, and support data collection for ongoing learning and future scale-up.
 
ASSIGNMENT:
 
The main objective of this consultancy is to support the Zimbabwe country office with the coordination of the implementation of the model for scale phase which involves the rollout of Cantoo scribe in selected schools to assess effectiveness, desirability and feasibility for acceleration and scale-up in the country.
The consultant will work in close collaboration with the Ministry of Primary and Secondary Education (MOPSE), UNICEF Zimbabwe, EdTech providers, research partners, and the Global Learning Innovation Hub to:
 

1. Implementation Support & Monitoring

-Lead planning with MoPSE, EdTech providers, UNICEF, and research partners to align on implementation objectives, workplan and deliverables.
-Support curriculum alignment, translation, and contextualization of the Cantoo Scribe solution with Edtech providers and MOPSE focal persons
 
-Oversee implementation roll-out in selected schools, ensuring alignment with agreed timelines and flexibility to local needs.
-Adapt the broader initiative monitoring framework to the Zimbabwe context with key indicators and data collection tools and timelines and track progress to ensure the programme is on trackt
-Conduct monthly school visits and support the researcher in interviews, and classroom observations to gather user feedback and assess EdTech usage.
-Support and facilitate consultation meetings, when needed, to support the preparation of mid-term and final research reports on implementation, highlighting key findings, lessons learned, and recommendations.
-Assess the quality and impact of teacher training, identifying further capacity-building needs.
 

 2. Coordination and Stakeholder Engagement

-Act as liaison between UNICEF Zimbabwe and MoPSE focal points to ensure alignment on activities, timelines, and protocols.
-Facilitate regular review meetings with the country team to discuss implementation progress, challenges, and solutions.
-Coordinate with school-level stakeholders to identify emerging challenges and feedback to researcher and country team.
 
3. Collaboration with the Global Learning Innovation Hub
-Work closely with the Learning Innovation Hub (LIH) focal points to report on activities, challenges, and adjustments required for successful implementation.
-Provide feedback to LIH on the performance of EdTech tools, including support needed to advance the scaling of the solutions.
-Provide feedback on the scalability and relevance of the tool in the Zimbabwean context.
 
4. Capacity Building and Sustainability Planning
-Support design and facilitation of teachers and stakeholder training sessions.
-Engage in teacher communities of practice to reinforce the effective use of the EdTech tool and the use of inclusive practices.
-Support sustainability planning and scaling discussions with MOPSE and UNICEF.
 
5. Reporting and Documentation
-Submit bi-monthly reports documenting progress, challenges, and insights.
-Contribute to midline and endline data collection efforts with the research partner.
-Provide comments to the research final report summarizing findings, lessons learned, and recommendations for future programming and scale-up.
-Prepare human interest stories showcasing the intiative.

To qualify as an advocate for every child you will have… 

Education:

Masters degree in Education, business, project management, social sciences or other relevant field.

Experience:

  • A minimum of 5 years of relevant professional experience in project management or implementation of digital learning solutions in low-resource contexts.
  • Proven experience in innovation implementation and agile methodologies is highly regarded.
  • Strong experience in project planning, timeline management, and resource allocation in complex multi-stakeholder projects.
  • Proven experience working with government counterparts and high-level stakeholders.
  • Strong organization, communication, and reporting skills with an ability to manage multiple tasks simultaneously.

Knowledge/Expertise/Skills required:

  • Proficiency in using project management tools and techniques (e.g. Gantt charts, agile frameworks, etc.).
  • Excellent stakeholder engagement skills including within the UN, private sector, civil society and government partners.
  • Experience of working (and ideally innovating) with and for children in low-resource environments.
  • Good oral and written communication skills in English, with good report writing skills

Language requirements:

English. Knowledge of Shona and/or other local languages is an added advantage

Desirable

  • Knowledge of education sector in Zimbabwe
  • Good interpersonal skills and ability to support multi-disciplinary teams in a multi- cultural environment

If interested and available to undertake the individual consultancy, please submit your application online and attach the required documents including the technical proposal and an all-inclusive financial proposal incorporating an approximate number of travel days for field (local) travel. 

Technical proposal: The Technical Proposal should articulate an understanding of the TOR and include the proposed Tasks/Milestones, Deliverables/Outputs, Timeline and level of effort by deliverable. The similar table provided in the TOR is indicative. Applicants may use the indicative table as a guide or deviate as per the proposed approach. The proposal should also cost-effectively propose the local travel proposed by the applicant to undertake the assignment.

Financial proposal: The Financial Proposal should include the costs (providing a daily rate as justification) for each task, including consultant fee, proposed travel costs and perdiem, communications costs and any other proposed cost.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
