      In response to these challenges, UNICEF is undertaking a research program aimed at contributing to policy discussions and the development of actionable responses to better protect children’s rights in the context of the debt crisis in lower and lower-middle income countries. This research seeks to (i) assess and articulate the impacts of the current debt situation on children and (ii) explore policy approaches to debt management and restructuring that prioritize child outcomes and the long-term benefits of investing in human capital. To support this work UNICEF is seeking a subject matter expert to develop a background paper as a foundation of a chapter for a final book to investigate the role of IMF social safeguarding approaches in protecting and promoting child development.

      UNICEF Pacific Consultancy: Integrating child rights into the Vanuatu NAP and PAPs, Port Vila, Vanuatu, 97 days spread over 7 months. at Fiji/Pacific Island Countries

      UNICEF Pacific is in search of a dedicated and proactive national or international Consultant. The consultancy is for a period of 97 days (83 remote and 14 in country) spread over 7 months. The consultancy is open to both national and international applicants and is expected to be home-based with 14 days at country level. The consultant must be available for meetings scheduled during Vanuatu working hours. The consultant will report on a day-to-day basis to the Chief of UNICEF Field Office in Vanuatu, who will provide administrative oversight and facilitate engagement with national counterparts and partners. Technical guidance, quality assurance, and coordination support will be provided by the Climate and Environmental Specialist based at the UNICEF Pacific Multi-Country Office in Suva, Fiji. For consultants based outside of Vanuatu, two in-country missions are anticipated over the duration of the assignment. The number, timing, and duration of these missions will be defined during the inception phase. The consultant’s financial proposal must include all the costs required to carry out the assignment. This includes professional fees, travel-related expenses such as return economy-class airfare, terminal expenses, Daily Subsistence Allowance (DSA) and insurance, communication cost etc. Costs associated with the organization of consultation workshops (e.g., venue hire, refreshments, materials) will be covered directly by UNICEF and should not be included in the consultant’s financial proposal.

      National Consultancy: Social Service-Case Management Consultant (Open for Malawian Nationals Only) at Malawi

      A consultant is required to carry out two strands of work. Firstly, to assess the level at which Child Protection has been integrated in other sectors, identify the positives (including a synopsis of achievements), gaps and challenges coming out of the integration. Secondly, conduct verification of a minimum of 50 completed Child Protection Case Management booklets (750 in total) and the harmonized CPIMS forms in selected districts. The consultant will be required to offer capacity development for Government and NGO partners on any gaps identified during the exercise.
