Stretch Assignment: Emergency Specialist-Humanitarian Access, P4, Bamako, Mali (2 mois) Mali
Dedicated surge capacity is critical to ensure a timely, coherent, and effective emergency response in Mali, while enabling continuous adaptation of interventions to rapidly evolving access and security constraints. The Emergency Specialist will be reporting to the Representative and will work in close collaboration with the Deputy Representative Program and the Chief of Field Operations. S/he will support the ongoing after-action-review of the localization-based access strategy with a prospect of replication and scale-up. This will also involve strengthening coordination of access efforts in concertation with Emergency Focal Points and Chief of Field Offices in house as well as Clusters, Programmes, Operations, and key counterparts (UN agencies, implementing partners, Government), in neighboring countries in similar contexts (Burkina Faso, Niger), Regional Office and Headquarters. The assignment will include strategic partnership building, capacity building of stakeholders in humanitarian access and rapid response mechanism, development of partnerships with local structures (localization), strengthening of internal, independent, community based and digitalized monitoring systems in areas where UNICEF staff cannot physically reach.

La clasificación del gasto público es clave para planificar, monitorear y evaluar políticas orientadas a garantizar derechos y reducir brechas en grupos prioritarios. En Ecuador, los Clasificadores de Orientación de Gasto en Políticas de Igualdad permiten identificar los recursos destinados a enfoques como género, discapacidad, interculturalidad y ciclo de vida. Desde 2010, el Ministerio de Economía y Finanzas ha incorporado progresivamente estos enfoques en el presupuesto estatal, ampliándolos en 2014 para incluir distintos ejes de igualdad. Actualmente, su uso es obligatorio en las fases de programación y ejecución presupuestaria. Sin embargo, debido a cambios normativos y necesidades de información, es necesario evaluar su consistencia, uso y alineación con estándares internacionales, así como mejorar herramientas y metodologías para su aplicación. La consultoría tiene como objetivo realizar un diagnóstico integral de estos clasificadores y, con base en sus resultados, proponer mejoras, desarrollar instrumentos técnicos y diseñar un plan de capacitación que fortalezca su uso para una gestión eficiente del gasto público con enfoque de igualdad.
