The Evaluation Office (EO) at the United Nations Children’s Fund (UNICEF) provides timely, objective and focused information evidence on the various activities undertaken by UNICEF to improve the well-being of children and women. Assessments of impact, effectiveness, efficiency and relevance support transparency, accountability and learning, and provide reliable evidence for decision-making and advocacy. To enhance the utilization of evaluation findings, conclusions and recommendations, the EO publishes evaluation reports and evaluation-related knowledge products distributed across several internal and external communication platforms.
 
Integrating a digital content creator into the UNICEF Evaluation Office is a key element of the new Communications and Advocacy strategy, designed to amplify the visibility and impact of evaluation findings. By crafting engaging, audience-specific content across various digital platforms—such as videos, infographics, blogs, and social media—the content creator can make complex evaluation results accessible and compelling to a wide audience, including policymakers, donors, and the general public. This strategic communication enhances advocacy for children's rights by translating data into emotionally resonant stories, thereby fostering a culture of learning, accountability, and support for initiatives aimed at improving children's lives. Ultimately, the content creator acts as a vital conduit, transforming in-depth research into actionable insights that galvanize global action for children's rights.
 
This Terms of Reference are for a videographer/animator/digital content creator to provide support the UNICEF Evaluation Office in the regular production of short digital communication materials to enhance the utilization of evaluation products as well as strategic communication on evaluative evidence generation.

How can you make a difference? 

Create video/animation, infographics video, and short digital content on various evaluation activities, products, events, and strategic directions of work.

The digital content creator (videographer/animator) will be expected to:
  • a) Create short high-quality videos/animations and imagery that are cost-effective and visually compelling (storytelling). The task might include styling, scripting, sourcing, imaging, and sound production using a variety of creative and appropriate modern techniques and approaches (with particular emphasis on effective infographics) which will have to be selected in collaboration with the thematic lead to match the content. The duration of the video would normally not exceed three (3) minutes. The format will be enabled for website embedding on the evaluation website and for social media sharing (i.e., LinkedIn, YouTube, Twitter and Facebook). The video will be in English (with or without close captioning - depending on the requirement). Multi-language subtitles can be requested based on specific audience requirements.
  • b) Engage in the creation process with the thematic lead /manager and relevant key stakeholders to understand the audience interests, needs and broader utilization potential. Verify potential cultural and context-specific sensitivities. Adapt the imagery and the story to the context specific requirements.
  • c) Creating several digital image/video templates that could be utilized for faster and most-efficient production of digital imagery. For instance, templates might include a) findings of the evaluation reports; b) Evaluation Office annual reporting narrative; c) new and cross-cutting areas of work.
The videographer must follow and use:
  • UNICEF approved colours;
  • UNICEF logo and logos of UNICEF partners wherever appropriate;
  • Adhere to the UNICEF Brand Book and UNICEF Style Book;
  • Copyright information with some standard text and information on authors;
  • Suggest photos obtained from weshare.unicef.org;
  • For videos: Before the UNICEF closing card, include a mention of “For more information please visit www.unicef.org/evaluation or www.unicef.org/evaluation/reports;
  • For videos: Standard approved UNICEF closing card;
  • The animator/videographer will be asked to review the feedback from the EO and partners (if applicable) to produce the final version of the video/animation to the highest quality standard;
  • Additional clearance procedures will be for video and digital context produced for the sharing at the UNICEF Executive Board sessions and side-events.

To qualify as an advocate for every child you will have… 

  • An advanced Bachelor's Degree in relevant field or relevant working experience in videography/animation/digital content creation.
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. 
  • A reputable videographer/animator with substantial prior experience in producing short videos/animation/digital content that effectively tell a story. Experience with research, evaluation, data visualization, studies, and other public policy documents in development is an asset.
  • Demonstrates organizational skills and abilities in time management with ability to deliver timely tasks.
  • Knowledge of evaluation terminology in the UN, including familiarity with UNICEF standards for evaluation reporting is an asset.
  • Able to handle multiple projects with attention to detail under intense deadline.
  • Experience working in a fast-paced, evolving environment.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
