UNICEF is globally mandated to promote the implementation of the Convention on the Rights of the Child.
The UNICEF Strategic Plan 2026-2029 recognizes the critical role of localization and local governance, through local governments and actors, as accelerators for the realization of children’s rights.
Engaging with local governments and other local stakeholders supports and finances critical transformations in system-building and enhances local capacities. This contributes to improved outcomes for children and their families, ensuring their needs are prioritized and protected, especially those of the most marginalized. As a result, UNICEF has been engaging with local governments and actors for many years, across different entry points, including through UNICEF National Committees in high-income countries. Twenty-one National Committees reported working on different elements of local governance programming, aiming to further enhance results for children at the subnational and local level. The Child Friendly Cities Initiative (CFCI) is one of the engagement platforms through which National Committees partner with local governments in many countries.
Since 2021, a new CFCI guidance document, developed and issued by PG Social Policy and Social Protection at HQ has been implemented in UNICEF National Committees. In parallel, reflection on the implementation by National Committees of a local governance approach beyond the CFCI methodology has been launched to ensure a strategic and tailored approach towards local governments, aligned with their national advocacy strategy. With the transition of the PG Social Policy and Social Protection Team at HQ to the newly established Center of Excellence, additional support will be required for the CFCI. This support is essential to ensure continuity of supervision and quality assurance of strategic activities implemented by the National Committees. It also enhances the coherence of activities implemented by Country Offices.

The Division of Private Fundraising and Partnerships (PFP), based in Geneva, aims to achieve sustainable impact for children – income and influence at scale – by maximizing UNICEF's private fundraising, partnerships, and engagement activities, including collaboration with National Committees, regional, and country offices, for the realization of children's rights. The Humanitarian Funding Unit within the Private Sector Fundraising and Partnerships (PSFP) section of PFP supports National Committees and Private Sector Fundraising (PSFR) Countries and leads global efforts across the organization to maximize funding opportunities through and for humanitarian crises and sudden-onset disasters.
Over the last 5 years, on average, 66% of private sector funding has gone to only 3 HAC appeals – many of them high-profile, media-covered emergencies. Although we will continue to leverage media-driven crises, our universal mandate requires a more sustainable and equitable distribution of funding across emergencies, particularly for Chronically Underfunded Emergencies (CUEs). Chronically Underfunded Emergencies are crises characterized by long-term humanitarian needs that often span years or even decades. These emergencies typically occur in regions affected by chronic displacement, ongoing conflicts, or recurring natural disasters such as drought.
The focus of Operations Associate positions at this level is on providing comprehensive operational and technical support across core functional areas including administration, finance and budget, people and culture, information and communications technology (ICT), and supply and procurement. The role involves implementation, coordination, data and records management, and client-oriented services in line with UNICEF’s operational policies, systems, and strategic objectives. This specific Operations Associate role will focus on ICT, procurement, and supply functions.
Support includes transactional and specialized activities such as managing office systems and workflows, supporting event logistics, processing travel and financial transactions, maintaining ICT platforms and cybersecurity practices, and coordinating procurement and supply chain operations. Operations Associates are expected to interpret and apply organizational rules, regulations, and procedures, often in situations requiring adaptation and problem-solving beyond standard guidelines. These positions require the incumbent to work independently with limited supervision oversight, ensuring timely and accurate delivery of results in alignment with work plans and operational priorities.
Information and Communications Technology (ICT) Associate perform procedural and some specialized activities pertaining to UNICEF’s ICT systems, which include desktop administration and server operations. Specialized activities typically pertain to the installation and routine configuration of ICT system components and user orientation. Procedural activities include all other processes that may not require the application of specialized information technology training and knowledge, such as maintaining technical and user documentation and/or serving as focal point for receipt and processing of user requests.
