The purpose of this consultancy is to develop a standard social health protection benefit package and an accompanying costing model that enables scenario-based planning for UHC implementation in Cambodia. The consultancy will support the government with the following two main objectives:
• Develop a standard social health protection benefit package that harmonizes and builds upon existing schemes, such as the National Social Security Fund (NSSF) and the Health Equity Fund (HEF), including the design of provider payment mechanisms and distinction between basic and extended benefit packages
• Develop a costing model for the standard social health protection benefit package, including models for payment rates with and without medicines, to inform resource allocation and financing planning for UHC implementation.
The main purpose of this consultancy is to propose improvement in the design and implementation of the performance informed budgeting and also development of the cost efficiency review framework in line with the final phase of Public Financial Management Reform Programme 2023-2027 (PFMRP Phase 4) and national budget system reform strategy 2025-2028.
This assignment focuses primarily on the national-level budget, covering central ministries and their corresponding provincial line departments.
