OBJECTIVE:

The objective of the consultancy is to advance the evidence base and policy advocacy efforts related to child wellbeing, social protection, and public budget engagement in Egypt, contributing towards UNICEF Egypt’s Output 1.1: The social protection system and selected social protection interventions are strengthened to effectively support and empower poor and vulnerable children and Output 1.3: Increased availability of quality, up-to-date data and evidence on children rights, including relevant Sustainable Development Goal indicators.

Expected results are focused on 1) Advancing Research and Data Analysis for Enhanced Child Wellbeing and Social Protection in Egypt, 2) Promoting Evidence-Based Policies and Knowledge Dissemination for Child and Youth Welfare in Egypt and 3) Promoting Citizen Engagement in the Public Budget at the local level.

Methodology:

The activities and deliverables, outlined in the following section include an enhanced evidence base on social protection, poverty, and child wellbeing, increased capacity of young researchers, strengthened policy advocacy efforts, and improved citizen engagement in the public budget process, particularly among youth and adolescents.

  1. Advancing Research and Data Analysis for Enhanced Child Wellbeing and Social Protection in Egypt
    • Support the section in conducting three research and data analysis on social protection, poverty and issues related to child wellbeing.
    • Support the review, finalization of at least 10 research papers for young researchers with partner academic institutions.
    • Support the development of two seminar briefs with academic partners
    • Support research Accountability to Affected Populations (AAP)
    • Support research on Forcibly Displaced Persons (FDPs) in Egypt.

  1. Promoting Evidence-Based Policies and Knowledge Dissemination for Child and Youth Welfare in Egypt
    • Engage with implementing partners, namely, JPAL MENA at AUC and FEPS Cairo University to promote evidence-based policies through the organization and facilitation of ten dissemination events, workshops, roundtable discussions, consultations...etc.
    • Organize one Evaluating Social Programs Course for researchers and development practitioners.
    • Organize two seminars on child related policy issues bridging the gap between research and policy making.
    • Support the organization of the bi-annual conference with UNICEF’s academic partners, to provide a platform for researchers, professionals, and policymakers to share and discuss their research results and practical experiences on the challenges encountered in enhancing the lives of children and adolescents.
    • Organize four lectures based on research findings and research methodologies for students and young researchers.
    • Coordinate with relevant UNICEF sections to develop and distribute knowledge products such as reports, infographics, and presentations and utilize digital platforms and social media for broader dissemination of research findings.

Conditions of work:

The consultant will work on a hybrid basis, combining remote work with in-person meetings, as needed. Any additional requirements or support will be discussed and agreed upon as necessary. The consultant is responsible for their own health and travel insurance.

 

To qualify as an advocate for every child you will have… 

-A master's degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.

-A minimum of five years of relevant professional work experience is required.

-Experience working on social protection in a developing country is considered as an asset.

-Previous work experience with government is considered an asset.

-Previous work experience with International Organizations is considered an asset.

-Developing country work experience and/or familiarity with emergency is considered an asset.

-Humanitarian work experience is considered an asset.

-Fluency in English and Arabic languages, spoken and written, is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
