Under the guidance of the Health and Nutrition Programme Officers, the PMNP F1KD Consultant will work closely with the MFO UNICEF staff, other PMNP, and Information Management consultants assigned in the other provinces in BARMM and other regions, and relevant stakeholders at various levels (regional down to the barangay level in the target areas). This will promote effective consultation and shared accountability and contribute to the achievement of CPC 9 Output 1.5, that ”By 2028, the BARMM Government has enhanced capacity to plan, implement, monitor and coordinate the integrated delivery of health, nutrition-specific and nutrition-sensitive services”.
Scope of Work:
The consultant is required to perform the following tasks under the supervision of the health and nutrition specialist and nutrition officer.
- Coordination and Collaboration: Support the organization and participate in the BARMM PMNP coordination and collaboration mechanisms with the regional (RPMOs & MOH), and subregional (provincial/municipal/barangay) government stakeholders, Institutional contractors, and other PMNP officials across the 40 selected BARMM municipalities (depending on the duty station assigned). This will include but is not limited to, participation in the PMNP subnational Technical Working Group Meetings, Local Health and Nutrition Meetings, Nutrition Cluster Meetings (in the context of emergency), and other coordination and collaboration efforts to ensure the timely implementation of the deliverables.
- Planning, co-creation, and implementation: Provide technical support for PMNP and CPC 9 activities under the guidance of UNICEF MFO Health and Nutrition Program Officers and in coordination with institutional contractors and LGUs across the UNICEF CPC 9 Project sites, particularly in the 40 PMNP LGUs in BARMM. Support the government stakeholders and institutional contractors in developing sustainability plans (i.e., Local Investment Plan for Health, Local Nutrition Action Plan, etc.) for the government stakeholders' overall health and nutrition program.
- Supportive supervision, Monitoring, and evaluation: Support the conduct of post-training, learning sessions & advocacy activities, while monitoring the quality of implementation, conduct on-site supportive supervision and mentoring/coaching sessions and program implementation reviews in coordination with institutional contractors, implementing partners, IPHO, Rural Health Units, Local Nutrition Committees (LNC) and UNICEF Program Monitoring Evaluation Division (PMED). Additionally, provide preparatory activities for UNICEF team programmatic/joint visits across the PMNP implementation sites.
- Data Collection and Utilization: Collect and analyze health and nutrition data in alignment with CPC 9 Health & Nutrition and PMNP indicators, collaborating with UNICEF PMED section and IM consultants. Ensure the quality of data for input to the UNICEF-developed PowerBI dashboard that will provide real-time data visualization and comprehensive reporting for UNICEF's internal purposes. Additionally, gather, identify, and document materials to develop human-interest stories that can be featured in donor reports, press releases, and other advocacy platforms.
- Cross-cutting: Perform other tasks aligned with the UNICEF-MOH PMNP partnership agreement, as well as other Health and Nutrition-related activities under CPC 9, such as but not limited to the following (Coordination, Capacity building activities, technical working group meetings, etc.):
- Maguindanao del Norte – Community health worker-led Operation Research & Health and Nutrition, Early Childhood Care and Development (ECCD) integrated project.
Tasks:

Deliverables/Outputs:
- Coordination and Collaboration: highlighting the status of coordination and collaboration efforts with government stakeholders and Institutional contractors, including the following:
- Minutes of the meetings
- Activity reports
- Bi-weekly updating of the activity calendar
- Planning, Co-creation, and Implementation:
- Highlighting the progress and milestones of technical support in the implementation of the CPC 9, by complying with the following documents:
- Bi-weekly updates (Accomplishments and Priority activities)
- Monthly Activity Calendar (Timeline implementation)
- Activity reports
- A detailed report documenting the technical support provided to government stakeholders in developing sustainability plans (i.e., LIPH, LNAP, etc.)
- Activity reports (Document on the Technical support provided and outcome of the deliverables)
- Design approaches and strategies for providing technical support on developing the sustainability plan, with supporting outcomes of:
- Approved Local Nutrition Action Plan (LNAP) with budget allocation.
- Integration of Nutrition Program, Project, and Activities (PPAs) (F1KD) to Local Investment Plan for Health (LIPH)
- Advocacy activities and approval of health and nutrition-related policies.
- And other health and nutrition-related documents that align on the PMNP deliverables.
- Supportive supervision, Monitoring, and evaluation: conduct of technical support on Post-training, Learning sessions & advocacy activities, monitoring, and on-site coaching sessions through:
- documentation of the activity covering the best practices, gaps and challenges, and ways forward,
- minutes of the meeting
- activity report.
- Data Collection and Utilization: A detailed monthly report on the collection of H&N data and updating of the PowerBI dashboard for PMNP/ CPC9 Indicators
- Cross-cutting efforts: Provide detailed report on the progress cross-sectoral activities, as well as other Health and Nutrition-related under CPC9.
- 4 Human-interest stories with high-resolution photos
- Documentation of best practices and lessons learned.
- Conduct annual review / mid-year review (PIR/technical learning sessions), documentation, and detailed report of the findings on activity covering the best practices, Gaps and challenges, and ways forward.
- For the PMNP (Collaborative effort with BARMM RPMOs and Target Municipalities) or CPC9 workplan
- Submission of Final report on the TA implementation and outcomes of PMNP/CPC9 deliverables.
- Consolidate all Means of Verification (MOVs) to collect and store documents in the UNICEF repository folder. Include output from the CPC9, especially on the technical support to the PMNP implementation, such as reports, documentations (Activity report, Minutes of the Meeting etc.), photos, Human interest stories (HiS), attendance, policies, sustainable plans, etc.
- Data repository—Support the banking of all the necessary health and nutrition data (FHSIS, OPT, Training data etc.) to the UNICEF data repository folder in collaboration with IM consultants on the consolidation.Education:
- Bachelor’s degree in any of the following areas: nutrition, public health, statistics, social and behavioral change, information management, development studies, or a relevant field.
Knowledge/Expertise/Skills required:
- At least three years of technical experience in health and nutrition programming and management, supported by strong references.
- Ability to convene and engage multi-stakeholders to achieve project and deliverables and contribution to PMNP objectives.
- Strong analytical and presentation (oral and written) skills, including using essential computer software packages specifically Power BI.
- Ability to meet deadlines and work with minimal day-today supervision.
- Local knowledge and experience in the regional assignments.
- Relevant field experience and previous work experience in the UN.
- Excellent knowledge of English and local dialect.
