Purpose of Activity/Assignment:

The Risk Management in Programming and Safeguarding (RMPS) unit – placed in the Programme Effectiveness Team (PET) within Division of Data, Analytics, Planning and Monitoring (DAPM) – was created in 2024 to contribute to the adoption of an integrated approach to risk management and safeguarding. The RMPS is structured around 3 pillars: i) Environmental and Social Standards (ESS) in Programming and Safeguarding; ii) Complaints and Feedback Redressal Management; iii) Partnership Risk Management/HACT. In line with DAPM/PET’s mandate, and in collaboration with PG, the RMPS unit contributes to drive decision making and organizational learning, improve effectiveness and achievement of results of UNICEF and its partners to realize the rights and improve the life of every child. Furthermore, the RMPS unit works with the Risk Chief Officer to strengthen UNICEF’s enterprise risk management approach by fostering better coordination between different risk areas, integrated in programmatic, operational and strategic planning and decision-making.

As part of the RMPS’s scope of action, the Policy and Procedure on Environmental and Social Standards (ESS) in Programming is expected to be issued in March 2025, and rolled out jointly with the Policy on Safeguarding and Implementation Guidance later this year, to support the inclusion of ESS and Safeguarding in UNICEF programmes. However, in the meantime, institutional donor partners require UNICEF to apply ESS and Safeguarding to the programmes they contribute to through direct or indirect financing.

In light of the above, the objective of this consultancy is to enhance the capacity of the RMPS and of their focal points in the Regional Offices (ROs) to support more efficiently Country Offices (COs) in reviewing ESS-related documents submitted by country offices, ensuring compliance with World Bank requirements and the Entity’s internal ESS policies, and providing recommendations to strengthen the quality of submissions and of their subsequent implementation.

It is anticipated that there are three key technical areas of work under this consultancy:

  • Quality assurance of ESS-related documents developed by 11 Country Offices (COs), and technical assistance to country offices in the preparation of relevant ESS components.
  • Analysis of the documentation provided by COs and/or ROs and development of generic ESS and Safeguarding Risk mitigation strategies according to the type of activities.
  • Development of a concise guide for the RMPS unit to adopt in the support of CO and/or ROs in quality assurance of the risk management technical area as part of the IFI financial contributions (design, implementation and monitoring of ESS/Safeguarding instruments) from an ESS/Safeguarding perspective.

The consultant will also ensure better alignment of the RMPS’s work with other risk areas within the risk management framework including AAP and data protection and support ESS/Safeguarding compliance across programmes and operations.

The Risk Management in Programming and Safeguarding Unit (RMPS) is expected to manage this consultancy in close coordination and collaboration with other relevant units within DAPM and other stakeholders as needed.

Scope of Work:

    • ESS/Safeguarding quality assurance of ESS-related documents submitted by COs and/or ROs: ESS Responsibility Plans, Standard Form of Agreement, Environmental and Social Risks analysis, Monitoring plans.
      • Assess compliance of submitted documents with Environmental and Social Commitment Plans (ESCPs) and other documents developed by local governments: Environmental and Social Management Framework (ESMF), Labour Management Plans (LMPs), Gender and Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH) Prevention Plans, Waste Management Plans, inter alia.
      • Assess compliance of submitted documents with World Bank Environmental and Social Framework (ESF), relevant safeguard policies, and national regulations, and identify any gaps.
      • Engage with country offices to clarify feedback and provide technical assistance where necessary on the preparation of relevant ESS/Safeguarding components of proposals, agreements and implementation tools.
      • Where necessary, support capacity building of UNICEF staff and partners, in targeted CO and/or ROs, on environmental and social safeguards.
    • Analysis of documents submitted by 11 Country Offices.
      • Provide a technical analysis on the way Country Offices are aligned with the World Bank Environmental and Social Framework (ESF), in collaboration with ROs where frasible.
      • Provide technical feedback and recommendations for improving ESS documentation, including risk screening, mitigation measures, and monitoring frameworks for ESS/Safeguarding.
      • Develop generic ESS and Safeguarding Risk mitigation measures according to the type of activities, by contributing to the development of UNICEF Environmental and Social Risk Management Plan (UNICEF tool).
    • Prepare summary reports on the quality and trends of ESS/Safeguarding, including CFM submissions, highlighting common gaps and best practices.
    • Develop a generic approach/workflow for the RMPS unit to adopt in support of COs/ROs in quality assurance of the risk management technical area as part of the IFI financial contributions.
      • Support the harmonization of ESS/Safeguarding, including CFM review processes, within the partners (implementing partners and vendors) by developing guidance materials and review checklists.

     Expected Results:

    • Improved Quality of ESS-Related Documents – Country Offices (COs) submit higher-quality ESS-related documents that align with World Bank Environmental and Social Framework (ESF) and national regulations. Strengthened capacity of RMPS to ensure compliance with institutional donor requirements, such as Environmental and Social Commitment Plans (ESCPs).
    • Standardized Risk Mitigation Strategies: Generic ESS and Safeguarding Risk mitigation strategies are developed for various programmatic activities. Enhanced ability of COs to identify, assess, and mitigate environmental and social risks. Improved UNICEF Environmental and Social Risk Management Plan (UNICEF tool).
    • Stronger Guidance and Standardized Processes for RMPS Support: RMPS is equipped with a structured methodology to support COs in quality assurance of ESS and safeguarding in IFI-financed programs. A harmonized approach to reviewing ESS documentation is established, improving consistency and efficiency across UNICEF’s programs.
    • Enhanced Alignment with Broader Risk Management Framework: RMPS’s work is better integrated with other risk areas, including Complaints and Feedback Management, Safeguarding, and data protection. Strengthened coordination between RMPS and relevant programmatic and operational areas, such as Supply and Operations.

    Deliverables:

    Quality Assurance Reports on ESS-Related Documents per IFI project – Detailed evaluations per project of compliance of ESS-related documents submitted by 11 COs with Environmental and Social Commitment Plans (ESCPs), Environmental and Social Management Frameworks (ESMFs), and related national and donor requirements. This includes an assessment of compliance, identified gaps, and recommendations that contemplate alignment with UNICEF Safeguarding framework.
  • Technical Analysis Report on CO Submissions – A comprehensive analysis of how COs align with the World Bank Environmental and Social Framework (ESF) and how that alignment integrates UNICEF’s Safeguarding requirements, under the form of a structured checklist/tool to facilitate systematic review of submissions (ESS Review Checklist, inclusive of Safeguarding). Recommendations to improve risk screening, mitigation measures, and monitoring frameworks for environmental and social risks, including UNICEF’s Safeguarding requirements and expectations. The summary report highlighting trends, common gaps, and best practices across CO submissions, including capacity gaps.
  • Generic ESS and Safeguarding Risk Mitigation Strategies – Development of standardized mitigation actions/strategies to address common environmental and social risks in programming for some types of activities, contributing to improve UNICEF Environmental and Social Risk Management Plan (UNICEF tool).
  • Guidance Document for RMPS Support to COs – A structured workflow and approach for RMPS to support COs in quality assurance. Guidance materials and review checklists to standardize ESS/Safeguarding review processes across the organization.
  • Final Summary Report – A comprehensive report summarizing the consultant’s work, key findings, and strategic recommendations.

Qualifications

Education:

Advanced degree in environmental science, social sciences, environmental law, law, public administration, human rights, or a related field, is required.   

Work experience:

Knowledge/Expertise/Skills required *:

  • At least 5-7 years of experience in environmental and social risk assessment, preferably in projects funded by the World Bank or other multilateral financial institutions.
  • Strong knowledge of the World Bank Environmental and Social Framework (ESF) and relevant safeguard policies.
  • Sound knowledge of Safeguarding frameworks, inclusive but not limited to Protection Against Sexual Exploitation and Abuse.
  • Sound knowledge on Complaint and Feedback Management.
  • Experience in reviewing ESCPs, ESMF, ESMPs, LMPs, and other safeguard instruments.

Excellent analytical and report-writing skills.

  • Strong communication and stakeholder engagement abilities.
  • Ability to work both collaboratively and independently and to meet tight deadlines
  • Ability to communicate orally and in writing in English

Experience of working with UN agencies and knowledge of UNICEF mission and mandate is desirable

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
