UNICEF promotes the rights and well-being of every child, in everything we do - maternal and child health, nutrition, child protection, education, water, sanitation and hygiene (WASH) as well as policy, advocacy, communication for development, planning and evaluation. Our multi-country programme and office located in Fiji covers the Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. This WASH project Coordinator Consultant will be based in the UN Joint Presence office at Majuro (RMI).

The WASH program in the North Pacific, particularly in the Republic of Marshall Islands (RMI), is expanding significantly with an increase in funding from the Ministry of Foreign Affairs and Trade (MFAT), New Zealand the Department of Foreign Affairs and Trade (DFAT), Australia and the Government of Japan (GoJ),. UNICEF is supporting the Government of RMI in overcoming the climate adaptation barrier in the WASH sector through system strengthening, service delivery, and community-based resilience. It is expected that through this comprehensive support, more children including adolescents and their families have equitable access to and use climate resilient and safely managed water and sanitation facilities and practice safe hygiene behaviors with reduced natural disaster, climate and environmental risk, including in emergency.

This strategic addition to our team is crucial for sustaining and expanding WASH programme in RMI, ultimately leading to better health and hygiene outcomes for the children and communities in the country.

How can you make a difference? 

The main goals of this consultancy are to support the implementation of UNICEF supported WASH programme at RMI.

Purpose of the assignment are but not limited to:

  1. Mapping of existing WASH in school data availability that includes standards, policy, teacher training materials, MHM, environment, and school facility physical condition.
  2. Coordinate the implementation of baseline assessment to identify knowledge and skill gaps among education officials and teachers regarding gender responsive inclusive and climate-resilient WASH in schools Strengthen data and evidence and support the development of M&E framework.
  3. Facilitate the development of climate resilient and accessible WASH in schools standards, water supply and sanitation facility design Update or develop training materials for children on key climate-resilient and environmentally-friendly hygiene practices and engage them in hygiene promotion and WASH climate adaptive practices.
  4. Coordinate the implementation of climate resilient gender responsive WASH in schools programme in 20 schools
  5. Provide technical support in Implementing water safety plan in a minimum of 4 communities in RMI.
  6. Develop advocacy materials to promote provision of adequate and reliable MHM supplies in schools through national/school level budget and financing

GUIDANCE FOR APPLICANTS:  

Please submit a separate financial offer along with your application. The financial proposal should be a lump sum amount for all the deliverables and should show a break down for the following:

  • Monthly / Daily fees– based on the deliverables in the Terms of Reference above
  • Travel (economy air ticket where applicable to take up assignment)
  • Travel for eight (8) in country field missions  
  • UN DSA and travel cost will be paid for field missions outside RMI
  • Miscellaneous- to cover visa, health insurance (including medical evacuation for international consultants), communications, and other costs.

 

To qualify as an advocate for every child you will have… 

Education:

  • Master's degree in engineering, Public Health, Environmental Sciences, or a related field.

Experience & Skills:

  • Minimum of 5years of professional international experience in WASH project management or a closely related field.
  • Regional Experience: Prior work experience in the Micronesia region, specifically in Palau, the Federated States of Micronesia (FSM), and the Republic of the Marshall Islands (RMI), is highly desirable. Familiarity with local environmental conditions, cultural nuances, and regulatory frameworks in these regions will be considered a significant asset.
  • UNICEF Experience: Previous employment with UNICEF or other UN agencies, particularly in roles related to WASH projects, is an advantage. Experience in managing, implementing, and scaling up WASH programs in line with UNICEF’s strategic goals and operational guidelines is preferred.

Additional Competencies

  • Stakeholder Engagement: Proven track record of successful stakeholder engagement and partnership building with government agencies, community leaders, international donors, and non-governmental organizations.
  • Communication Skills: Excellent written and verbal communication skills. Ability to prepare clear and concise reports, present data effectively, and articulate project needs and outcomes to diverse audiences, including technical and non-technical stakeholders.
  • Analytical Skills: Strong analytical and problem-solving skills, with a capacity to interpret complex data and translate it into actionable strategies.
  • Cultural Sensitivity: High degree of cultural sensitivity and ability to work effectively in a diverse environment. Experience working in cross-cultural international settings is crucial.
  • Teamwork: proven team player with ability to work with limited/remote supervision in a multicultural setting. Experience in conflict resolution and consensus-building is valuable.
  • Adaptability: Ability to adapt to changing environments and crisis situations, maintaining focus on project goals and deliverables.

Language:

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy  will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants . Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
