UNICEF Libya strives to support the Ministry of Health to reach the goals of the Global Nutrition Strategy “to protect and promote diets, services and practices that support optimal nutrition, growth and development for all children, adolescents and women”. aims to contributing to reach the goals of the 2030 Sustainable Development to ensure children’s access to nutritious diets and to end child malnutrition in all its forms.

In recent years, the case for investing in school-aged children's nutrition has gained more importance. From a biological standpoint, new research emphasizes the necessity of diet for proper brain maturation during middle childhood, as well as the ability for children to catch up during puberty. Furthermore, we know that inadequate nutrition decreases cognitive abilities in children of this age group and is a primary cause of absenteeism and low school attendance. Furthermore, as countries work to combat the growing obesity epidemic, promoting healthy eating habits in and via schools, as well as creating healthy food environments, becomes increasingly vital.

How can you make a difference? 

The purpose of this consultancy is to lead the development of the National School Health and Nutrition Strategy and provide comprehensive support to the TWG. The role will involve:

  • Prepare a concept note setting the objectives, the methodology, proceedings and timelines.
  • Desk review of all school health and nutrition related documents, legislations and initiatives.
  • Use of the available evidence including an adapted Nutrition Environment Assessment Tool for Schools (NEAT-s) to be implemented separately by MENARO and in parallel while working on the strategy development.
  • Understanding and integrating all school health and nutrition-related activities including stakeholder analysis.
  • Develop a 5 year national school health and nutrition strategy, including costing of interventions, while ensuring a system-wide approach to implementation in the context of Libya.
  • Coordinating and organizing consultation workshops with key relevant stakeholders, including representation of the relevant line ministries like Education and local Government, including inception, review and final dissemination workshops.

The consultant will collaborate closely with representatives from multiple sectors—such as health, Nutrition, education, agriculture and others—while engaging with key stakeholders and technical working groups. Including WHO and WFP, as part of the National steering committee. The consultant will take the lead on this initiative in coordination with the Government TWG and UNICEF team.

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s or higher) in Public Health, Education, Psychology, Sociology/Social Work, Gender, or other related field.
  • A minimum of 8 years of relevant professional experience including at international levels, with field experience and expertise working on health & education and MHPSS programming.
  • Prior work experience with a multi-lateral or international health and development agency, and experience supporting Adolescent Health or Education programs in any of UNICEF’s key geographic regions, including Eastern and Southern Africa.
  • A set of strong qualitative and quantitative analytical skills and a good understanding of translating theoretical concepts into programmatic implementation will be an added advantage.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships, including with national-level stakeholders.
  • Developing country work experience and/or familiarity with emergency is considered an asset. 
  • Fluency in Arabic and English is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
