How can you make a difference?

The Social Policy Team of the UNICEF Thailand Country Office is seeking a qualified consultant who is experienced in employing strategic foresight methods, such as horizon scanning, megatrend analysis, scenario planning, future-proofing policies and back-casting, to undertake this analysis during this important window of opportunity.

 

Work assignment and deliverables:

In the undertaking of this assignment, the consultant is expected to:

1) Develop a concise inception report, outlining the approach, methodologies, identified list of subject expert and key stakeholders and implementation plan for all key steps in the assignment.

2) Conduct the foresight analysis, encompassing components, including but not limited to:

a. Visioning a desirable future for children and young people in Thailand.

b. Analyzing recent trends (and megatrends) pertaining to or affecting children and young people based on the available evidence.

c. Conducting a horizon scanning to identify and analyze external factors that could impact the future, such as technological advancements, economic trends, socio-political changes, as well as climate and other emerging issues.

d. Developing plausible scenarios based on various combinations of trends, uncertainties, and different development trajectories for Thailand.

e. Formulating strategic areas of action and/or future-proving policies for achieving identified visions that are robust across multiple scenarios.

3) Plan and organize a validation workshop to confirm the key outcomes of the analysis with relevant stakeholders.

4) Develop a full report, based on the inputs from the validation workshop.

5) Present key outcomes of the exercise to UNICEF and NESDC.

Duty Travel: No duty travel outside Bangkok is foreseen.

 

To qualify as an advocate for every child you will have…

1) Qualifications or specialized knowledge/ experience required

• Graduate degree in social sciences, economics, international development, future studies, or related fields.

• Demonstrated experience in conducting foresight, ideally through participatory approaches. Applicants should provide examples of at least two foresight projects they have led or significantly contributed to.

• Strong training and facilitation experience.

• Demonstrated experience of working in Thailand, including a deep understanding of its cultural, social, and political context

• Fluent Thai language (both written and oral)

• Fluent English (both written and oral)

Only applicants who meet all requirements will be considered.

 

2) Technical proposal

Applicants are requested to submit a technical proposal of 1,000 – 3,000 words in length, detailing their approach to undertaking this assignment. The following criteria will be used to evaluate the proposal.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
