BACKGROUND/RATIONALE
UNICEF’s work in the area of data analysis highlights trends and emphasizes patterns found within the data and suggests how these data can be used strategically to inform evidence-based policy and programmatic efforts. The results of UNICEF’s data analysis work appear in its flagship publications as well as data-driven thematic reports, articles, brochures, documents and other dissemination materials.
Toward this end, the Child Protection and Development Unit (CPD) within the Data and Analytics Section produces data and knowledge products for communication, advocacy, donor relations and fundraising intended both for both internal and external audiences (government/policymakers, media, partner networks, donors and the public) on key thematic issues pertaining to child protection, early childhood development (ECD), children with disabilities and adolescents.
These high-quality products can include data-driven thematic reports and brochures, technical documents and toolkits, funding/donor proposals and concept notes, digital products, country profiles, PowerPoint presentations, webpage content, etc. that can be global, regional or national in scope. These are disseminated through different channels, including online, print, social media networks etc.
There is an ongoing need for graphic design support to work on the wide variety of data-driven products and publications produced by the CPD Unit. Selected consultants will be eligible for a long-term agreement contract to provide on-demand graphic design support to the CPD Unit.
PURPOSE OF ASSIGNMENT
To meet these requirements, UNICEF HQ would like to engage the services of consultants to enable the Child Protection and Development Unit to produce high-quality products featuring UNICEF data. Consultants will be responsible for the conceptualization, design, layout, picture selection and typesetting of products and publications, and for ensuring broad alignment with UNICEF design standards and branding. Since most of the products will be data-driven with a number of graphs, maps and figures, the designer will need to produce creative and visually appealing final products which remain accurate and follow best practices for data visualization, in collaboration with members of the CPD Unit.
PROGRAMME AREA AND SPECIFIC PROJECT AREA
Data and statistics in the area of child protection (which includes topics such as birth registration, violence, child labour, harmful traditional practices and children outside of family care), ECD, children with disabilities and adolescents.
OBJECTIVE(S)
The overall objective is to set up a Long-Term Agreement to facilitate and expedite the process by which the UNICEF HQ CPD Unit will hire graphic designers as required for specific projects to develop these high-quality data and knowledge products and publications.
MAJOR TASKS TO BE ACCOMPLISHED
Successful consultants must provide final versions of the products and publications in the relevant format (PDFs or PPTs) as well as the accompanying native InDesign files. Tasks include, but may not be limited to:
- Conceptualizing creative, original and visually appealing products and publications.
- Proposing optional colour palettes.
- Proposing photo selection that is relevant to the topic, geographical focus and adheres to UNICEF guidelines.
- Designing, laying out and typesetting (where relevant) of products and publications on the basis of provided content (in Word and in Excel for charts/tables etc.)
- Producing original and visually appealing graphics based on content provided.
- Ensuring broad alignment with UNICEF design and branding guidelines, including correct use and placement of UNICEF logo.
- Being available to implement several rounds of corrections to address feedback and reviewer inputs before producing a final product.
- Delivering on tight, short timelines as needed.
Responsibilities of the Consultant:
- The consultant will use their own equipment; laptops, software and other accessories that may be required for this task.
- The consultant will not give the content/material or any part thereof to any third party without the written permission of UNICEF HQ. All components will be the property of UNICEF, and the consultant will not share them with anyone else.
- The consultant will not put their own name or logo/emblem on the content / final product. The only organization branding will be UNICEF, if required.
- The selected candidate is solely responsible for ensuring that the visa (if applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
Responsibilities of UNICEF:
i. UNICEF will provide all details pertaining to the activity and the requirements
ii. UNICEF will orient the consultant on UNICEF’s branding guidelines as needed.
Consultants may be required to work on Saturdays and Sundays, based on the requirements of the assignment.

Conceptualization and design/layout of data-driven knowledge products and publications in the area of child protection and development. This can include the following types of products and materials:
An illustrative example of such an assignment: Design a final and print-ready publication on child marriage in Africa, 30 pages long and including 20 charts. UNICEF will provide all content including text (titles, narrative, copyright information, etc.), all statistical content with suggested presentation style in Excel, guidance on image selection and access to UNICEF photography in WeShare, logos, and any other content needed for the document. UNICEF will also provide brand guidance and notes on the appropriate look and feel for the publication. The consultant will be responsible for proposing a design concept and color palette, and completing the design and layout of the publication including clear, accurate and visually compelling styles for each chart. The designer will be responsible for handling edits for content and style as requested by UNICEF, and will deliver the final product for publication, including print-ready files, a PDF for web, and native design files, by the agreed date. |
ESTIMATED DURATION OF LTA
The Long-Term Agreement will be for a duration of three years. The initial period would be for two years with an option for renewal for a subsequent year on the same rates, terms and conditions, subject to satisfactory performance evaluation and continuing need for the service. The services of the consultant(s) selected under the LTA would be under controlled use and managed by D&A/DAPM/NYHQ.
QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT
Category 1: Graphic design
- First-level University degree (Bachelor’s) or equivalent in graphic design, art, communications or relevant social science field.
- This is a mid-level position; consultants should have a minimum of eight years of professional work experience as a designer.
- Substantial experience with publication design/layout and data visualization.
- High level of computer literacy, with the ability to work in the Adobe Creative Suite products (InDesign, Photoshop, Illustrator) and Microsoft Office products (PowerPoint, Word, Excel).
- Proven experience in designing infographics, maps, data figures/charts, PowerPoint presentations, country profiles, web content and other data-driven products.
- Previous experience designing products for UNICEF and familiarity with UNICEF design standards and brand guidelines are an asset.
- Ability to work independently, quickly respond to needs and demonstrate flexibility and meet deadlines.
Language:
- Fluency in oral and written English is required.
Note: UNICEF may award multiple LTAs in this category.

FINANCIAL PROPOSAL
Financial Proposals should be submitted as a separate document from the materials required for the technical evaluation and should follow the template provided as a separate document.
Candidates should submit an hourly fee for the provision of graphic design services.

CONTRACTS CREATED AGAINST THE LTA
Whenever services are required, details of the assignment/deliverables including quantities and deadlines will be presented to the top-ranking LTA holder. Should this consultant not be available for this assignment, UNICEF will contact the second-ranked consultant (if applicable).
Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the prices/fees as agreed in the LTA. The consultant must sign the contract prior to the commencement of work.
Payment will be made after the completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance and timely delivery.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
