While Nepal has made tremendous progress in immunization coverage, continuous follow-up and technical assistance for strengthening the immunization supply chain system remain critical. Without dedicated support, these advancements hugely risk immediate setbacks. UNICEF is the sole partner providing essential technical assistance in this area. A comprehensive review of responsibilities has been conducted, and tasks have been efficiently distributed among existing staff. However, the need for this critical and demanding support remains indispensable to sustain and further enhance the success of immunization programme.
UNICEF has already secured resources dedicated for the purpose, which has been integrated into health section's workplan. This important task needs the commitment of a dedicated technical individual to handle the core outputs stipulated under "scope of work" and "work assignment overview" table in this ToR.
How can you make a difference?
Purpose of Activity/Assignment: To deliver specialized technical consultancy services for optimizing immunization supply chain and cold chain management systems through targeted interventions with specific, measurable deliverables over a defined project period, resulting in enhanced operational efficiency and sustainability of Nepal's national immunization programme.
Scope of Work:
- Planning: Develop and deliver comprehensive operational plan documents at national and sub-national levels with clear KPIs, timelines, and resource allocations in coordination with Ministry of Health and Population and partners.
- Monitoring: Establish and implement standardized monitoring protocols and reporting templates for critical supply chain metrics, including vaccine arrivals, distribution logistics, coverage data, and wastage rates, with weekly and monthly reporting deliverables.
- Technical support and capacity building: Design and conduct targeted training programmes and provide technical documentation to enhance government staff and partner organizations' capabilities in supply chain management, with measurable knowledge transfer outcomes to ensure sustainability. This includes overseeing implementation of Gavi-funded activities with transparent accountability mechanisms.
- Partnership and coordination: Provide expert technical consultation in relevant working groups and decision-making forums, delivering specialized analyses and recommendations to overcome identified supply chain bottlenecks and optimize resource allocation
TASK:
- Draft execution/implementation on plan and desk review
- Key tasks related to supply movement (offshore and in-country), training of staff, cold chain system, solarization projects, cold chain assessment, and monitoring.
- Partnership and coordination
First Deliverable:
Implementation plan in Gantt Chart finalized
Second Deliverable
- Around 15 eVARs followed up and submitted after every supply shipment delivery,
- One-time forecast plan finalized,
- One time co-finance amount from government transferred,
- Registration with DDA of at least 2-3 products coordinated,
- Cold chain and supply chain related capacity buildings coordinated.
- One time procurement of new CCEOP equipment facilitated,
- Solarization of health facility projects coordinated,
- Monthly stock of immunization supplies submitted using the standard formats introduced by UNICEF Supply Division and government.
- Annual CCE inventory facilitated.
- One EVM assessment technically assisted.
- At least 10 field monitoring visits (4 days/visit), conducted and findings shared and actioned for completion.
Third Deliverable
Meetings (3 times/week) attended/represented and briefings along with clear action points provided.
Note: calculation is based on number of meetings attended in proportion to the above 60%. Let’s say, if 10% of above key tasks is completion, 10% of this line will become applicable provided the consultant attended meetings.
Duration:
The consultancy requirement is for 364 days but the initial contract will be issued for six months with the possibility of additional six months extension. The consultancy is tentatively starting from 01 August 2025

Education:
Bachelor’s degree in pharmacy, health sciences, Public Health, Public Administration.
Knowledge/Expertise/Skills required:
- First university degree in pharmacy, health sciences, Public Health, Public Administration.
- Minimum eight years of working experience in the field of immunization programme with specific focus on immunization supply chain and cold chain, and health supply management.
- Good knowledge of English language (writing and speaking), and Nepalese language.
- National of Nepal with national ID or passport.
- Qualified females are strongly encouraged to apply.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the health insurance required to perform the duties of the contract are valid for the entire period of the contract.
