Contracting individual consultant on digital communication - social media engagement and website management for UNICEF Uzbekistan Country Office.

Scope of work: 

  • Create high-quality and relevant content in Uzbek, English and Russian and post on key social media platforms of UNICEF Uzbekistan on a regular basis (Facebook, Instagram, Twitter, Telegram) according to weekly plans. On some platforms (YouTube, LinkedIn, Yammer), the consultant will be asked to include to develop and post content on a need basis.
  • Explore new digital tendencies and formats, bringing innovative approaches to the digital channels to increase reach and engagement.
  • Observe and recommend using evolving trends in social media to Communication Section with the perspective of attracting more followers and visitors.
  • Contribute to content development for digital communication campaigns based on the office priorities.
  • Analyze and report on large thematic social media/digital campaigns at request.
  • Provide weekly analytical reports of UNICEF’s social media platforms, particularly about reach and engagement.
  • As the current website of UNICEF Uzbekistan is on Drupal web platform, the consultant is expected to complete the online training modules for Drupal content management system, provided by UNICEF Headquarters, to be able to post stories and other important content on website.
  • Regularly update UNICEF website (Drupal), creating and publishing new pages, articles, web stories, press releases, and others, and updating the homepage regularly.
  • Provide monthly analytical reports of UNICEF Uzbekistan’s website, including total number of visitors, unique and returning visitors. Number of indicators may be increased for quarterly reports.
  • Keep the record of quarterly statistical data on all online communication channels used by UNICEF.
  • The consultant, in discussion with the Communication Section, is expected to liaise with UNICEF Headquarters to ensure that all technical snags related to website content are resolved.
  • Perform other communication and content duties as required and agreed upon with the supervisor.

Work Assignments Overview - Deliverables/Outputs - Timeline

1. Creation and curation of content for social media channels. High-quality social media posts in Uzbek, English and Russian for social media channels of UNICEF Uzbekistan CO, guaranteeing coherence and consistency of the digital presence. A detailed workplan with dedicated number of days will be established at the beginning of each month - 160 days.

2. Creation and curation of content for the website which operates on Drupal web platform. High-quality publications on the web site of UNICEF Uzbekistan CO in Uzbek, English and Russian. A detailed workplan with dedicated number of days will be established at the beginning of each month - 32 days.

3. Make analysis and reports on social media channels and web site performance; keep the record of monthly, quarterly and annual statistical data on all online communication channels used by UNICEF; observe and recommend using evolving trends in digital communication with the perspective of attracting more followers and visitors.
Analytical reports and recommendations. A detailed schedule of reports with dedicated number of days will be established at the beginning of each month - 16 days.

4. Work with UNICEF photographers, videographers, and designers as well as respective programme staff to produce multimedia products for the website and social media pages of UNICEF Uzbekistan CO. PSAs, e-posters, infographics published on the digital platforms of UNICEF Uzbekistan CO. A detailed workplan with dedicated number of days will be established at the beginning of each month - 40 days

To qualify as an advocate for every child you will have… 

  • University degree in Communication, Journalism, Public Relations, Digital communication, Information Technology or a related field.
  • Over two years of work experience on social media, digital marketing or editorial for an organization, either private or public sector.
  • Working with a UN agency will be an asset, though not essential.
  • Experience in developing and implementing social media or digital communication/marketing strategies.
  • Good knowledge of current social media practices, issues and trends, including hands-on experience of social media platforms, e.g. Facebook, Instagram, Telegram, Twitter.
  • Knowledge of content management system for website management and analytics.
  • Means of Verification/Assessment: Review of applicant’s resume and if necessary, reference check.
  • Good command of written English, Fluency in Russian and Uzbek languages.

Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. 

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
