The UNICEF Strategic Plan, 2022-25, highlights the importance of knowledge management in maximizing the impact of education programs. This requires a strong enabling environment with sufficient resources (financial and human), a knowledge-sharing culture, effective governance, and robust technology. It is essential to generate, capture, use, and disseminate knowledge to improve the quality, equity, and sustainability of education services.
The UNICEF Regional Office for South Asia (ROSA) Education Section supports country offices (COs) in the region in strengthening their knowledge management activities. Country offices generate multiple knowledge products and materials annually, both in coordination with sector partners. However, the capacity for documentation, content development, and dissemination is often constrained due to limited time and writing expertise among CO staff.
Regional support is frequently requested to facilitate the development of high-quality materials, including case studies, human interest stories, newsletters, and country office support. The format and content of publications will be tailored to different audiences, ensuring maximum engagement and impact. Additionally, the education network must utilize these knowledge products effectively to enhance thematic understanding and advocacy efforts.

Purpose of Assignment:

The Regional Office for South Asia (ROSA) is seeking the support of an experienced Knowledge Management
Consultant to do the following:
• Draft a quarterly newsletter about education programming in South Asia
• Support UNICEF country offices in the region in developing knowledge products for both internal
and external dissemination.
• Implement a range of activities to widen access to UNICEF’s and partners’ knowledge resources and
support the uptake and utilization of Education knowledge.

Scope of Work:

1. Prepare a quarterly Education ROSA network newsletter, including:
a. Coordinating with country KM focal points to gather content
b. Reviewing and drafting the newsletter, ensuring a well-structured design with engaging text
and visual elements (graphics, charts, pictures, etc.)
2. Assist Country Offices (COs) in preparing knowledge management resources using UNICEF templates and other innovative formats as required:
a. Prepare a quarterly content pipeline
b. Support COs in identifying topics and appropriate templates, assist in drafting, undertake quality checks, and provide guidance on design and layout as required
c. Assist COs in content development for advocacy and visibility
d. Provide technical guidance on messaging, storytelling, and design
3. Produce high-quality knowledge management materials such as case studies and human-interest stories:
a. Develop at least three Human Interest Stories (HIS) on key education themes
b. Support COs in drafting case studies that highlight best practices and program impact
c. Support COs and ROSA in preparing funding proposals by researching and compiling relevant data, evidence, pictures, charts, and graphics
4. Facilitate peer-to-peer learning exchanges between countries or regions, including:
a. Developing concept notes for learning exchanges
b. Managing logistics (including webinars) and documentation like two-pager, minute or report.
c. Supporting knowledge-sharing efforts post-event
5. Develop and implement a dissemination plan and M&E framework to track and evaluate the reach and effectiveness of ROSA Education knowledge products
 
The language of all written knowledge products will be English.

Duration of Contract: This is a home-based assignment for 60 days over a period of 10 months.

To qualify as an advocate for every child you will have… 

Education: University Degree (Bachelor's) in Education, Development Studies, Social Sciences, International Relations, or related fields.

Knowledge/Expertise/Skills required:

  • A minimum of 3 years’ experience in the Education sector in developing countries. Good understanding of education programme and contexts is desirable

    • Experience in editing and writing on different topics related to the Education sector and/or social sciences more broadly.

  • Excellent analytical and writing skills, and demonstrated record of high-quality publications on Education, social sciences, and/or development studies.
  • Knowledge and demonstratable experience of reviewing, editing, report writing, and proofreading.
  • Previous experience editing and writing for UNICEF and familiarity with UNICEF’s style guidelines would be an asset.
  • Proficient ability to efficiently manage a large amount of information and cloud-based filing systems (i.e.: Microsoft SharePoint, Teams)

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
