UNICEF promotes the rights and well-being of every child, in everything we do - maternal and child health, nutrition, child protection, education, water, sanitation and hygiene (WASH) as well as policy, advocacy, social behavior change (SBC), planning and evaluation. Our multi-country programme and office located in Fiji covers the Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. This WASH and MHM Consultant will be based in the UN Joint Presence office (RMI).
The WASH program and SBC in the North Pacific, particularly in the Republic of Marshall Islands (RMI), are expanding significantly with an increase in funding from the Ministry of Foreign Affairs and Trade (MFAT), the Department of Foreign Affairs and Trade (DFAT), the Government of Japan (GoJ), and the Government of RMI under the World bank IDA, accumulating to over USD 3 million. UNICEF is supporting the Government of RMI in overcoming the climate adaptation barrier in the WASH sector through system strengthening, service delivery, and community-based resilience. It is expected that through this comprehensive support, more children including adolescents and their families have equitable access to and use climate resilient and safely managed water and sanitation facilities and practice safe hygiene behaviors with reduced natural disaster, climate and environmental risk, including in emergency.
This strategic addition to our team is crucial for sustaining and expanding WASH programme in RMI, ultimately leading to better health and hygiene outcomes for the children, adolescent girls, and communities in the country.
Additionally, the SBC has recently signed a partnership agreement with the Pacific Media Institute (PMI) to support implementation of the advocacy and behavior change communication activities to improve coverage of ECD services in the RMI. The consultant will support media monitoring of messages across communication platforms to ensure the implementing partner adheres to message broadcasting/dissemination schedules.
How can you make a difference?
Scope of work of the consultant are as follow:
- Improve school and community awareness on a gender-and-disability responsive, inclusive and climate-resilient WASH services and MHM to promote equitable access, sustainability, and health and well-being.
- Develop drinking water safety plans (DWSPs) with communities and linked to the National Drought Preparedness Plans.
- Strengthen partnerships with government partners and other stakeholders.
- Provide coordination support to the CSO partners (PMI) leading ECD SBCC implementation and monitor media broadcasts of key ECD messages.

GUIDANCE FOR APPLICANTS:
Please submit a separate financial offer along with your application. The financial proposal should be a lump sum amount for all the deliverables and should show a break down for the following:
- Monthly / Daily fees– based on the deliverables in the Terms of Reference above (348 days or 16 months)
- Travel (economy air ticket to take up assignment – Round trip ticket to Majuro, RMI) and 10 in country travel to complete the deliverables.
- Travel duty outside RMI will be reimbursed on actual receipts
- Living allowance for the duration of the assignment
- Miscellaneous- to cover visa, health insurance (including medical evacuation for international consultants), communications, and other costs.

Education:
- Bachelor in Nursing and medical science, Public Health, Environmental Sciences, or a related field.
Experience & Skills:
- Minimum of 4 years of professional international experience in delivering WASH programme in community or school especially at RMI outer island setting.
- Prior work experience in the Republic of the Marshall Islands (RMI), especially in the outer islands, is highly desirable. Familiarity with local environmental conditions, cultural nuances, and regulatory frameworks in these regions will be considered a significant asset.
- Stakeholder Engagement: Proven track record of successful stakeholder engagement and partnership building with government agencies, community leaders, international donors, and non-governmental organizations.
- Communication Skills: Excellent written and verbal communication skills. Ability to prepare clear and concise reports, present data effectively, and articulate project needs and outcomes to diverse audiences, including technical and non-technical stakeholders.
- Analytical Skills: Strong analytical and problem-solving skills, with a capacity to interpret complex data and translate it into actionable strategies.
- Cultural Sensitivity: High degree of cultural sensitivity and ability to work effectively in a diverse environment. Experience working in cross-cultural international settings is crucial.
- Teamwork: proven team player with ability to work with limited/remote supervision in a multicultural setting. Experience in conflict resolution and consensus-building is valuable.
- Adaptability: Ability to adapt to changing environments and crisis situations, maintaining focus on project goals and deliverables.
Language:
- Proficiency in English is required.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
