The Strategy for the Development of Education 2030 in the Republic of Serbia aims to ensure quality education that allows every child, youth and adult to achieve their full potential. Strengthening an inclusive approach to education is one of the strategic priorities in the Republic of Serbia. The Ministry of Education (MoE) continuously works on improving policies that contribute to openness, fairness and accessibility of education, in accordance with ratified international agreements, among which the most important are the Convention on the Rights of the Child and the Convention on the Rights of Persons with Disabilities. Dedicated efforts are being made to enhance existing mechanisms and establish new ones to support children from vulnerable groups, with a special care for children and students with disabilities. This approach includes equipping the Resource Centres (RC) with high-tech Assistive Technology (AT) – social robots – as a new tool for enhancement of inclusive education of children with disabilities, accompanied by software for its usage in Serbian language and training of trainers who would train and support the RC staff to support teachers in using humanoid robots in their classrooms.

Work Assignment Overview:

The consultants will provide direct support to the Resource Centres’ staff to provide AT to students with disabilities and introduce social robotics in the mainstream schools. The assignment will consist of several tasks which are directly connected with the usage of AT and humanoid robots in teaching and learning, including delivery of trainings and mentoring support to the RC staff on humanoid robot usage in mainstream schools. Furthermore, the consultancy will support the development and implementation of the protocol and tool developed for the usage of social robots in the classroom, and evaluation of its effectiveness in enabling and promotion of learning in inclusive education settings.

Duration of the assignment: June – December 2025 (part-time, remote)

Task description:

Task 1: Delivery of a 2-day training for RC staff on the implementation of social robots in the mainstream schools.

Deliverable: Training report

Timeline: June to August 2025

Task 2: Mentoring support to RCs for the assessments and provision of AT to students in mainstream schools:

• Deliver mentoring sessions on assessment and provision of AT to children with disabilities in mainstream schools, based on the upgraded mentoring program (4 online sessions per consultant),
• Support the testing of the protocol for usage of humanoid robots in mainstream schools and provide feedback for its finalisation and implementation,
• Support the testing of the classroom observation tool and provide feedback and inputs for its finalisation and implementation.

Deliverables:

• Mentoring sessions reports (4 sessions)
• Inputs for the protocol on usage of social robots in inclusive education settings
• Inputs to the classroom observation tool

Timeline: July to December 2025

Knowledge/Expertise/Skills required:

• University degree in human sciences, preferably education, pedagogy, psychology, sociology, or other humanities. Advanced degree will be an asset.
• Minimum 5 years of expertise and experience in the area of disability, AT provision, and work of resource centres.
• Training and mentoring experience in projects related to inclusion of children and youth with disabilities in education.
• Knowledge of Serbian education system and the mechanism of Resource Centres.
• Ability to work in multi-cultural settings.
• Good communication and facilitation skills.
• Advanced knowledge of Serbian and English languages.
• Knowledge of the UN/UNICEF mandate and UN rules/procedures will be considered as an asset.
